Continue to implement online public services and cashless payments in education sector in Vietnam
According to Subsection 3, Section 2 Official Dispatch 4324/BGDDT-CNTT in 2024 guiding the implementation of information technology applications, digital transformation, and educational statistics for the 2024-2025 academic year, the Ministry of Education and Training has provided guidance on a key task: continuing the effective deployment of online public services and cashless payments in education, prioritizing certain services:
- Online registration service for high school graduation exams; online registration service for university and college admissions in early childhood education on the National Public Service Portal at the complete process level.
- Online services for registration and admissions of students at the beginning of levels of education; degree and certificate recognition services, aiming to be implemented at the complete process level.
- Focus on implementing 03 groups of interconnected, comprehensive online public services on the National Public Service Portal as per Decision 206/QD-TTg of the Prime Minister of the Government of Vietnam.
- Promote the payment of tuition fees and other fees through cashless payment methods; connect tuition management software and fee management systems of educational institutions with cashless payment platforms, including the online payment platform provided on the National Public Service Portal.

Guidance on digital transformation in teaching, learning, and assessing students for the 2024-2025 academic year in Vietnam
According to Subsection 1, Section 2 Official Dispatch 4324/BGDDT-CNTT in 2024, the Ministry of Education and Training provides guidance on the tasks of digital transformation in teaching, learning, and assessment for the 2024-2025 academic year as follows:
Effectively implement Circular 09/2021/TT-BGDDT regulating the management and organization of online teaching in general education and continuing education institutions, with attention to implementing certain contents as follows:
- Sustain and maximally utilize the benefits of Learning Management System (LMS) software in online teaching activities to become essential educational activities for every educator and learner daily.
- Organize the development of digital learning materials, contribute to, and effectively utilize the Shared Learning Resource Repository of the Ministry in teaching and testing evaluation.
- Promote regular online assessments; conduct periodic evaluations on computers for those in need and meet the conditions for implementation.
- Regularly organize training to enhance digital skills for educators, prioritizing training on job-related content such as: applying teaching software, developing digital learning materials, creating electronic lectures, organizing online teaching, and applying artificial intelligence in teaching and learning activities.
- Review, invest in new computers to meet the teaching requirements of the Informatics subject; procure equipment to develop digital learning materials and online teaching.
- Continue effective deployment of the electronic library system (including library management software and a digitized database of books and resources for teaching, nurturing, caring for, and educating children), interconnecting with shared digital learning resource repositories and sharing digitized resources among educational institutions, education management staff, and teachers.
- Implement solutions to ensure a safe digital education environment in schools.
Guidance on digital transformation in managing educational institutions and building an educational database in Vietnam
According to Subsection 2, Section 2 Official Dispatch 4324/BGDDT-CNTT in 2024, the Ministry of Education and Training provides guidance on digital transformation tasks in managing educational institutions and building an educational database as follows:
- Continue deploying school management software to 100% of educational institutions, at a minimum implementing modules: student management, staff management, facility management, school health services, finance; ensure seamless connection with the education sectoral database.
- Advise leaders at all levels to allocate resources to deploy digital transcripts in general education; implement a degree, and certificate database towards deploying digital degrees, and digital certificates, and publicizing degree and certificate issuance information as stipulated by the Ministry of Education and Training.
- Develop and complete the database as per Circular 42/2021/TT-BGDDT of the Minister of Education and Training, regulating the educational and training database, focusing on implementing certain tasks as follows:
+ Continue expanding the education sectoral database, connecting with national databases to enhance utility and efficiency in education management (databases on preschool education, continuing education, physical education, ethnic education, student political affairs, facilities, and digital transformation).
- Organize the updating of data on education sectoral database software systems to ensure complete, accurate, and prompt information per the Ministry of Education and Training's requirements; finalize the update of personal identification numbers for teachers and learners; fully update learning outcomes of learners in the education sectoral database for each semester.
Particularly, fully update information of 12th-grade students to support high school graduation exams and university and college admissions in early childhood education, and information of students for initial level admissions (grade 6 and grade 10 in boarding ethnic minority schools).
+ Upgrade and deploy the universal education and literacy eradication information system based on the connection and inheritance of existing data from the national population database and the education sectoral database.
+ Strictly implement statistics reporting policies for regular education statistics at preschools, general education, and continuing education centers/schools, Departments of Education and Training (beginning and end of the academic year) on time, with full and accurate content according to regulations on education statistics reporting policies, periodic reporting policies under the Ministry of Education and Training's state management scope, and ad-hoc reports as required by the Ministry of Education and Training.
