Content of inspection and examination of university admissions in Vietnam
Based on the regulations in Section B of Official Dispatch 3765/BGDĐT-TTr in 2023 guiding the inspection and examination of the admissions at various levels of higher education, and at the college level in the field of Preschool Education as follows:
Every aspect of the university admissions and the college level Preschool Education admissions is subject to inspection and examination, focusing on the following:
- The construction, issuance of documents, and regulations regarding the admissions
- The determination of admission quotas
- The publication and disclosure of admission plans
- The organization of admission exams
- The admission selection process
- The enrollment process and validation of admitted candidates' records

Vietnam: What contents do the inspection and examination of university admissions include?
Based on the provisions in sub-section 4 of Section 1 of Part B of Official Dispatch 3765/BGDĐT-TTr in 2023, the inspection and examination of the university admissions will include the following contents:
- The construction and publication of examination regulations, and the admission plan
- Preparation of facilities for the examination; the composition of the examination council, and examination boards
- The form of examination organization (paper-based, computer-based, others...)
- Compliance with regulations on drafting, printing, copying, security, delivery, receipt, transportation, and protection of examination papers
- Implementation of responsibilities by exam personnel, related persons, and candidates
- Examination grading process:
+ Organizing training and guidance on the regulations and related documents for exam grading personnel
+ Implementing the sealing, securing, and managing of examination papers
+ Fulfilling the duties of the Chief Examiner, exam secretaries, subject heads, graders, check graders, and related officers: Task allocation in the grading committee, collaboration between secretaries and graders with subject heads; collaboration between supporting and security forces during the grading process; handling of unusual situations; discussions and consensus on grading guidelines, answer keys, and marking schemes; the number of common reviews for each subject
+ Implementing the procedures for receiving and delivering examination papers; double-blind grading process; staff arrangement in grading rooms; recording information on the grading sheet, consensus on exam scores, processing grading results, processing re-grade results; implementing multiple-choice grading procedures
+ Implementing the procedure for entering examination scores
+ Organizing re-grading: Establishing and securing the list of leaders and members of the re-grade committee as per regulations; procedures for withdrawing, resealing, and re-grading examination papers per regulations
What principles must universities ensure regarding admission in Vietnam?
Based on Article 4 of the University Admission Regulations, and College Admission in Preschool Education enclosed with Circular 08/2022/TT-BGDĐT which stipulates the basic principles in the admissions as follows:
Basic principles in admissions
1. Fairness to applicants
a) Regarding information provision: Each interested applicant is provided with full, clear, reliable, consistent, and prompt information to make appropriate decisions and be well-prepared for the admissions;
b) Regarding admission opportunities: No applicant is deprived of admission opportunities due to regulations unrelated to competence and capability (except for the specific regulations of the Ministry of Public Security and the Ministry of National Defense in the fields of defense and security); or due to cumbersome and costly admission procedures;
c) Regarding capability evaluation: Applicants must be objectively, fairly, and reliably assessed for their learning ability and the potential for success, meeting the requirements of the program and field of study;
d) Regarding admission chances: Applicants must be given the highest admission chances and the right to determine their priority desires among programs and fields of study for which they are eligible;
e) Regarding commitment fulfillment: The training institutions must fulfill their commitments to applicants, provide consultations, support, resolve complaints, and protect the legitimate rights of applicants in risk cases.
2. Equality between training institutions
a) Regarding cooperation: Training institutions cooperate equally to enhance the quality and efficiency of admissions, while bringing the best benefits to applicants;
b) Regarding competition: Training institutions compete honestly, fairly, and healthily in admissions under competition law.
3. Transparency to society
a) Regarding information transparency: Training institutions are responsible for disclosing comprehensive, clear, and prompt admission information through appropriate media for public and state monitoring;
b) Regarding accountability: Training institutions are responsible for reporting as required by state management agencies and explaining to the public appropriately on major issues causing public concern.
Thus, when universities conduct admissions, they must ensure the principles regarding admission opportunities as follows: No applicant is deprived of admission opportunities due to regulations unrelated to competence and capability (except for the specific regulations of the Ministry of Public Security and the Ministry of National Defense in the fields of defense and security); or due to cumbersome and costly admission procedures.
