What are the operational conditions for institutions provinding training in ethnic minority languages in Vietnam?
Under Article 3 of the Regulations issued together with Circular 09/2023/TT-BGDDT, institutions providing training in ethnic minority languages can operate when the following conditions are met:
* For higher education institutions and colleges with pedagogy training programs:
- Have leatures with a university degree or higher in the fields of Vietnamese language, literature, and culture, as well as knowledge of the language and culture of ethnic minorities suitable for the proposed training program;
- Have detailed training programs and materials developed according to the Framework Program of the Ministry of Education and Training;
- Have facilities, libraries, classrooms, functional rooms, practice rooms, and other equipment meeting the requirements of the training program for ethnic minority languages;
- Have a scheme for organizing training for ethnic minority languages.
* For continuing education centers and vocational education - continuing education centers :
- Have teachers with at least a college degree; a teaching certificate in ethnic minority languages or knowledge of the language and culture of ethnic minorities suitable for the proposed training program;
- Have detailed training materials developed according to the Framework Program of the Ministry of Education and Training and issued by a competent authority;
- Have facilities, equipment, and classrooms meeting the requirements for training in ethnic minority languages;
- Have a scheme for organizing training in ethnic minority languages.

Who are the candidates eligible for the ethnic minority language teacher training program in Vietnam?
Under Clause 1, Article 5 of the Regulations issued together with Circular 09/2023/TT-BGDDT, candidates eligible for the ethnic minority language teacher training program in Vietnam include:
- Candidates eligible for the ethnic minority language teacher training program in Vietnam are Vietnamese citizens who hold a college or higher degree in pedagogy or a university/college degree with a certificate in pedagogical retraining; and can speak the ethnic minority language of the training program.
- Priority is given to ethnic minority individuals who have graduated from a university or college of pedagogy and reside in ethnic minority and mountainous areas.
What are the rights of learners of the ethnic minority language teacher training program in Vietnam?
Under Clause 2, Article 10 of the Regulations issued together with Circular 09/2023/TT-BGDDT, the rights of learners of the ethnic minority language teacher training program are:
- To choose the form, location, and schedule of study that suits their ability and conditions, as well as the institution for training in ethnic minority languages;
- To be provided with full information about the training program;
- To enjoy any policies related to training, if applicable, as per current regulations.
When are learners of the ethnic minority language teacher training program considered to have completed the program?
According to Clause 1, Article 6 of the Regulations issued together with Circular 09/2023/TT-BGDDT, the provisions are as follows:
Assessment, grading, and retention of learning results
1. Learners obtaining a final exam score of 5.0 or higher will be considered as having completed the program.
Simultaneously, under Clause 4, Article 5 of the Regulations issued together with Circular 09/2023/TT-BGDDT, the provisions are as follows:
Eligible candidates, form of training, and assessment

4. Final exam:
a) learners taking the final exam must meet the following conditions: Achieving an average score of 5.0 or higher for the tests (with regular test scores accounting factor of 1, periodic test scores factor of 2) on a scale of 10, without any test scoring below 2.0; not absent for more than 20% of the total program hours;
b) The final exam should cover knowledge and skills as prescribed in the Ethnic Minority Language Framework Programs by the Ministry of Education and Training. The duration for the final exam is 120 minutes for the ethnic minority language teacher training program, and 90 minutes for the ethnic minority language enhancement program, covering four skills: listening, speaking, reading, and writing;
c) Universities, colleges with pedagogy training programs conducting ethnic minority language training bear responsibility for organizing final exams for learners. The Department of Education and Training organizes final exams for learners in the ethnic minority language enhancement program at centers of continuing education, vocational education - continuing education under its management.
According to the above regulations, learners at institutions provinding training in ethnic minority languages in Vietnam are considered to have completed the program when they obtain a final exam score of 5.0 or higher.
Moreover, when taking the final exam, learners at institutions provinding training in ethnic minority languages in Vietnam must ensure the following conditions:
- Achieve an average score of 5.0 or higher on the tests (scored on a 10-point scale)
- Have no test score below 2.0
- Do not miss more than 20% of the total program hours.
