What are the conditions for promotion to the professional title of Grade II primary school teacher in Vietnam from December 15, 2024?
According to Article 5 of Circular 13/2024/TT-BGDDT, the conditions for promotion to the professional title of Grade II primary school teacher in Vietnam are as follows:
A primary school teacher can register for consideration for promotion to the professional title of Grade II primary school teacher (code V.07.03.28) when they meet the following conditions and criteria:
- Currently holding the professional title of Grade III primary school teacher (code V.07.03.29).
- During the period of holding the professional title of Grade III primary school teacher or equivalent, having 03 working years preceding the year of consideration for promotion to the higher professional title with the quality graded as good completion of tasks or higher; being good in political qualities and professional ethics; failing to be within the time limit for disciplinary action and the implementation of regulations related to discipline in accordance with the CPV's regulations and the law.
- Meet the qualification standards of the professional title of Grade II primary school teacher as stipulated in point a clause 3 Article 4 of Circular 02/2021/TT-BGDDT and clause 2 Article 2 of Circular 08/2023/TT-BGDDT.
- Meet the standards of professional competence for the professional title of Grade II primary school teachers as stated in points a, b, c, d, dd, e, h clause 4 Article 4 of Circular 02/2021/TT-BGDDT and clause 3 Article 2 of Circular 08/2023/TT-BGDDT.
- Meet the required period of holding the professional title of Grade III primary school teacher (including equivalent grade) as per clause 4 Article 2 of Circular 08/2023/TT-BGDDT.
In case teachers, before being recruited or accepted, have worked in conformity with legal requirements and have paid compulsory social insurance premiums, the regulations of the Government of Vietnam outlined in point d clause 1 Article 32 of Decree 115/2020/ND-CP amended and supplemented in clause 16 Article 1 of Decree 85/2023/ND-CP will apply.
Note: Circular 13/2024/TT-BGDDT takes effect on December 15, 2024.

What are the standardized educational qualifications of primary school teachers in Vietnam?
As stipulated in Article 72 of the Education Law 2019, the standardized educational qualifications are specifically regulated as follows:
Standardized educational qualifications of teachers
1. Standardized educational qualifications of teachers are regulated as follows:
a) Teachers of preschool education teachers must possess at least a pedagogical college diploma;
b) Teachers of primary education, lower secondary education and upper secondary education must possess at least a bachelor’s degree in pedagogy training.
In case a subject is yet to acquire enough teachers with bachelor’s degree in pedagogy training, teachers of this subject must possess a bachelor's degree of suitable specialization and a certificate of pedagogy training;
c) Lecturers of higher education must possess a master’s degree; lecturers teaching or instructing master or doctor’s theses must possess a doctoral degree.
b) Standardized educational qualifications of teachers working in institutions of vocational education shall follow regulations in the Law on Vocational education.
2. The Government shall specify road maps for improving standardized educational qualifications of teachers of preschool education, primary education and lower secondary education as prescribed in point a and point b of clause 1 of this Article. Within the scope of their duties and authorities, the Minister of Education and Training and Minister of Labour - War Invalids and Social Affairs shall stipulate employment of teachers not meeting criteria prescribed in clause 1 of this Article.
Thus, according to the above regulation, primary school teachers must possess at least a bachelor’s degree in pedagogy training.
Does the State give polices to encourage teachers working in extremely disadvantaged areas in Vietnam?
Under Article 77 of the Education Law 2019, policies for teachers are specified as follows:
Policies for teachers
1. The State shall elaborate policies of recruitment, employment, benefits, guaranteeing material and mental needs of teachers so as to enable them to fulfill their roles and duties.
2. Teachers working at specialized schools, schools for gifted students, boarding general education schools or day schools for ethnic minorities, pre-university schools, schools or classes for disabled and handicapped persons, reformatory schools or other special schools, teachers of inclusive education shall receive allowances and other preferential policies.
3. The State shall issue incentive and preferential policies on allowances and other policies for teachers working in extremely disadvantaged areass.
4. The Government shall provide for this Article.
Thus, under the above regulation, the state encourages and provides favorable allowance policies and other incentives to teachers working in extremely disadvantaged areas.
