Under Article 28 of the High School Graduation Exam Regulations issued with Circular 24/2024/TT-BGDDT, the newest procedures for taking the High School Graduation Exam 2025 in Vietnam are as follows:

- Based on the registered candidate data, the Secretariat completes the list of candidates (including candidate photos) for each exam room; issues Candidate Cards; and determines the location for candidates to complete exam procedures.

- On the day of completion of the exam procedures, the Head of the Exam Place assigns members at the Exam Place to guide candidates through the exam procedures, disseminate the Exam Regulations; verify any errors in candidate information on the Exam Registration Form, and forward this information to the Secretariat for review and updating in the exam management software.

What are the regulations on the National Steering Committee for the High School Graduation Exam 2025 in Vietnam?

Under Article 7 of the High School Graduation Exam Regulations issued with Circular 24/2024/TT-BGDDT:

- Regarding the structure, the Minister of Education and Training establishes the National Steering Committee, comprising:

+ The Chairperson is the Deputy Minister of Education and Training;

+ The Vice-Chairpersons are leaders from departments under the Ministry of Education and Training; the permanent Vice-Chairperson is the leader of the Quality Management Department;

+ Members are leaders of certain departments under the Ministry of Education and Training and various other ministries, departments, and central authorities;

+ Other special cases decided by the Minister of Education and Training.

- Regarding the duties and powers of the National Steering Committee:

+ Assist the Minister of Education and Training: Direct and organize the implementation of the nationwide exam organization plan; the task of setting exam questions, delivering, and duplicating exam questions, deciding on special situations related to the exam question process; direct, inspect the performance of tasks by the Provincial/municipal Steering Committees (hereinafter referred to as Provincial Steering Committees) and Exam Councils; handle issues arising during the exam organization process; report to the Minister of Education and Training and authorized levels on the state of exam organization;

+ Establish a Secretariat to assist the National Steering Committee; the Head of the Secretariat is concurrently a member of the National Steering Committee; the secretaries are officials and public employees from units within the Ministry of Education and Training and other ministries, departments, and central authorities;

+ Decide on appropriate handling forms (in special instances, propose to the Minister of Education and Training): Temporarily suspend exam activities or organize a retake at certain Exam Councils or nationwide; suspend operation, recommend disciplinary action against Exam Council leaders who violate exam regulations;

+ Propose the Minister of Education and Training to establish an Evaluation Council and inspection teams of the National Steering Committee;

+ Recommend the Minister of Education and Training make commendation and disciplinary decisions (if any) for members of the National Steering Committee and the Secretariat.

- Additionally, regarding the responsibilities, tasks, and powers of the members of the National Steering Committee:

+ The Chairperson decides to organize the performance of tasks and powers, and is responsible for the results of task performance by the National Steering Committee as per these regulations;

+ The Vice-Chairpersons, members, and secretaries are responsible for the results of task performance and exercise of powers as assigned or delegated by the Chairperson.

What are the regulations on establishing the Provincial Steering Committee for the High School Graduation Exam in Vietnam?

Under Article 8 of the High School Graduation Exam Regulations issued with Circular 24/2024/TT-BGDDT:

- The Chairperson of the People's Committee of the Province/municipality (referred to as province) establishes the Provincial Steering Committee, comprising:

+ The Chairperson is the leader of the People's Committee of the province;

+ The Vice-Chairpersons are leaders of certain departments, committees, and central authorities of the province; the permanent Vice-Chairperson is the leader of the Department of Education and Training;

+ Members are leaders of divisions of the Department of Education and Training, leaders of relevant departments, committees, central authorities, and agencies, and leaders of district-level People's Committees (hereinafter referred to as district level);

+ The secretaries are officials and public employees from the Department of Education and Training and several relevant departments, committees, and central authorities of the province;

+ Other special cases decided by the Chairperson of the People's Committee of the province.

- Duties and powers of the Provincial Steering Committee:

+ Be responsible for directing all activities in preparation and organizing the implementation of the exam under the regulations of this Regulations;

+ Command, and inspect relevant departments, sectors, organizations, and educational institutions in the area to coordinate and support, ensuring the necessary conditions for the activities of the Exam Council; review and resolve recommendations from the Exam Council Chairperson; direct related units to cooperate with security forces to deploy measures, technical equipment for preventing candidate fraud during the exam if deemed necessary;

+ Report to the National Steering Committee and the Chairperson of the People's Committee of the province on the state of exam organization, the implementation of Exam Regulations locally, and propose solutions to situations arising in the exam organization;

+ Implement related decisions and directives from the National Steering Committee.

- The Chairperson of the Provincial Steering Committee:

+ Direct the entire activities of the Provincial Steering Committee according to its duties and powers;

+ Bear responsibility before the Chairperson of the People's Committee of the province, the National Steering Committee for the results of task performance by the Provincial Steering Committee as per these regulations;

+ Propose commendation forms and disciplinary actions (if any) for members of the Provincial Steering Committee and members of the Exam Council.

- Members of the Provincial Steering Committee are responsible for the results of task performance and exercise of powers as assigned or delegated by the Chairperson of the Provincial Steering Committee.
