Recently, the Minister of Education and Training issued the Framework Plan for the Academic Year 2024-2025 for preschool education, general education, and continuing education, including the Back-to-school schedule in 2024 for upper secondary school students nationwide.
To be specific: Article 1 of Decision 2045/QD-BGDDT in 2024 states:
Issuing the framework plan for the academic year 2024 - 2025 for preschool education, general education, and continuing education applied nationwide as follows:
1. The earliest returning to school date is 1 week before the opening ceremony date. For Grade 1, the earliest returning to school date is 2 weeks before the opening ceremony date.
2. The opening ceremony is on September 5, 2024.
3. The first semester ends before January 18, 2025, and the academic year ends before May 31, 2025.
4. The recognition of completion of primary education and graduation from secondary school is before June 30, 2025.
5. The admission process for the initial classes ends before July 31, 2025.
6. The national upper secondary school graduation exam in 2025 is expected to take place on June 26 and June 27, 2025.
7. Other national examinations are organized according to the regulations and guidelines of the Ministry of Education and Training.

What are the rights of upper secondary school students in Vietnam at school?
The rights of upper secondary school students are specifically stipulated in Article 35 of the Charter for Secondary Schools, upper secondary schools, and Multi-level Schools issued along with Circular 32/2020/TT-BGDDT as follows:
- To enjoy equality in comprehensive education, be assured of conditions regarding time, facilities, hygiene, and safety for studying in class and self-studying at home, be informed about their learning and training situation, and use the equipment and means serving the school's educational, cultural, and sports activities according to regulations.
- To be respected, protected, treated equally and democratically, to have the right to file complaints with the school and educational management levels about decisions concerning themselves; to have the right to transfer schools when having legitimate reasons as per current regulations; to study ahead of age, skip grades, study at an older age than the regulated age according to Article 33 of the Charter for Secondary Schools, upper secondary schools, and Multi-level Schools issued along with Circular 32/2020/TT-BGDDT.
- To participate in activities aimed at developing talents in studying, sports, and arts organized by the school if eligible.
- To receive scholarships or other allowances according to regulations for students benefiting from social policies, students with difficult living conditions, and students with special abilities.
- To transfer schools if meeting the conditions as regulated; the transfer procedure is implemented according to the regulations of the Minister of Education and Training.
- To enjoy other rights according to the law.
What is the duration of upper secondary education level in Vietnam?
Based on Article 28 of the Law on Education 2019, which stipulates the educational levels and ages of general education in Vietnam as follows:
Educational Levels and Ages of General Education
1. The educational levels and ages of general education are regulated as follows:
a) Primary education is conducted over 5 school years, from grade one to grade five. The age of students entering grade one is 6 years old, calculated by the year;
b) Secondary education is conducted over 4 school years, from grade six to grade nine. Students entering grade six must complete primary education. The age of students entering grade six is 11 years old, calculated by the year;
c) upper secondary school education is conducted over 3 school years, from grade ten to grade twelve. Students entering grade ten must have a secondary school graduation certificate. The age of students entering grade ten is 15 years old, calculated by the year.
2. Cases in which students study ahead of age, study at an older age than the regulated age in clause 1 of this article include:
a) Students studying ahead of age in cases of early intellectual development;
b) Students studying at an older age in cases of repeat students, students in areas with particularly difficult socio-economic conditions, ethnic minority students, disabled students, students with underdeveloped physical or intellectual capacities, orphaned students without shelter, students from poor households, students returning from overseas, and other cases as regulated by law.
