Are teachers who are heads of specialized teams still eligible to receive title allowances in Vietnam for the 2024-2025 school year?
On July 15, 2024, the Ministry of Education and Training issued Official Dispatch 881/NGCBQLGD-CSNGCB of 2024 regarding the establishment of specialized teams in public preschools and general education institutions in Vietnam.
The payment of allowances for heads of specialized teams and their equivalents (head), deputy heads of specialized teams and their equivalents (deputy head) in preschools and general education institutions is implemented according to the regulations of the Ministry of Education and Training in Circular 33/2005/TT-BGDDT which provides temporary guidance on title allowance policies for leadership in public education institutions.
To ensure the rights of the workforce, the Ministry of Education and Training of Vietnam has issued an official dispatch requesting the continued payment of allowances for heads and deputy heads until new salary policies are issued.

What is the current amount of title allowance for heads of specialized teams in Vietnam?
According to the regulations on the allowance coefficient in Circular 33/2005/TT-BGDDT and the statutory pay rate specified in Article 3 of Decree 73/2024/ND-CP, the statutory pay rate applied to teachers who are public employees in public service providers is 2,340,000 VND/month.

What are the duties of specialized teams in secondary schools in Vietnam?
Based on Clause 2, Article 14 of the Charter of secondary schools, Upper secondary schools, and multiple-grade schools issued together with Circular 32/2020/TT-BGDĐT, the specialized teams in secondary schools and Upper secondary schools are assigned six groups of tasks, including:
- Proactively developing teaching and educational plans according to the curriculum of the subject, activities under their specialized responsibility on a weekly, monthly, semester, and yearly basis; cooperating with other specialized teams to develop the school's education plan.
- Proposing the selection of textbooks and reference publications for use in the school as per the regulations of the Minister of Education and Training.
- Implementing the education plan of the specialized department according to the school's education plan approved by the school council.
- Participating in evaluating and grading teachers according to professional standards for general education teachers as stipulated by the Minister of Education and Training.
- Participating in professional and skill training according to the specialized department and school plans.
- Performing other tasks assigned by the principal.
According to Article 9 of the Regulation on the Organization and Operation of Specialized Upper secondary schools, issued together with Circular 05/2023/TT-BGDDT, the duties of specialized teams in specialized Upper secondary schools are:
specialized teams in specialized schools are established and perform tasks as specified in the Charter of secondary schools, Upper secondary schools, and multiple-grade schools, and have additional tasks as follows:
- Developing programs and compiling teaching materials for specialized subjects according to the advanced education program for specialized subjects as prescribed by the Minister of Education and Training; researching and applying advanced teaching, testing, and evaluation methods in teaching, testing, and assessing students' academic and training results.
- Assisting the principal in developing and implementing cooperation plans between the school and high-quality educational and training institutions, and scientific research institutions domestically and abroad to improve education quality and management.
- Organizing scientific research, making teaching aids; supporting teachers in scientific research and guiding students in scientific research.
- Building a contingent of teachers in the specialized department to be the core for the school's and the province's or city's professional activities.
- Organizing professional capacity development and training for members of the department.
- Monitoring the academic and work progress of former students.
- Each school year, hosting at least one specialized meeting inviting teachers from other secondary schools and Upper secondary schools to share solutions and results in effectively utilizing the educational program and advanced teaching, testing, and evaluation methods both nationally and internationally.
