According to Article 35 of Circular 15/2021/TT-BLDTBXH which stipulates the regulations for colleges as issued by the Minister of Labor, War Invalids and Social Affairs, we have the following provisions:
Teachers in colleges
1. Teachers in colleges are referred to as lecturers. The titles of lecturers in colleges are stipulated in Article 53 of the Law on Vocational Education.
2. Professional standards; working policies; standardization training, advanced training for teachers in colleges are implemented according to the regulations of the Minister of Labor, War Invalids and Social Affairs.
3. Colleges recruit, implement working policies, train, standardize, provide advanced training in professional knowledge, and other policies for teachers according to the regulations of the Minister of Labor, War Invalids and Social Affairs and in accordance with the law.
Thus, teachers in colleges are referred to as lecturers. The professional standards, working policies, standardization training, and advanced training for teachers in colleges are implemented according to the regulations of the Minister of Labor, War Invalids and Social Affairs.

What are the duties and rights of teachers according to the regulations for colleges in Vietnam?
According to Article 36 of Circular 15/2021/TT-BLDTBXH, teachers in colleges perform their duties and hold their rights as stipulated in Article 55 of the Law on Vocational Education 2019 and the following tasks and rights:
- Teaching in accordance with the objectives, training programs, and completely and qualitatively executing the training programs.- Periodically studying and training to enhance professional and teaching methods.- Exemplifying the performance of civil duties, legal regulations, and the regulations and rules of the educational institution.- Maintaining the qualities, reputation, and honor of a teacher; respecting students' personality, treating students fairly, protecting the legitimate rights and interests of students.- Participating in the management and supervision of the vocational educational institutions; engaging in Communist Party work, organizational work, and other social work.- Using the materials, teaching aids, devices, and facilities of the vocational educational institution to perform assigned duties.- Signing part-time teaching contracts with other vocational educational institutions in accordance with the law.- Contributing opinions on the policies and plans of the vocational educational institution regarding programs, curricula, teaching methods, and matters related to teachers' benefits.- Teachers must spend time and be allocated time by the vocational educational institution for internships at enterprises to update and improve practical skills and access new technologies as regulated.
- Other duties and rights in accordance with the law.- Comply with the school's regulations, rules, and policies.- Execute working policy regulations for vocational education teachers issued by the Minister of Labor, War Invalids and Social Affairs.- Teaching in their trained fields and professions; selecting teaching methods and aids to maximize individual capabilities and improve training quality and efficiency; provided with equipment, facilities, and conditions to perform duties as per law; supplied with information related to assigned duties and rights.- Enjoying salary, allowances, benefits, and other policies in accordance with the law; teachers in public colleges working in economically and socially disadvantaged areas receive allowances and preferential policies according to the law.- Provided with standardized training and professional, theoretical training according to the school's plans and conditions; participating in the management and supervision of school activities; engaging in Communist Party work, organizational work, and social activities in accordance with the law.- Protected in their honor and dignity; engaging in discussions and contributing ideas on the school's training development plans, curriculum building, teaching materials, teaching methods, organizational management, and teachers' benefits.- Entitled to summer vacation, holidays, New Year's breaks, weekly breaks, and other leave days according to the law.- Attending council meetings formed by the school when these councils address issues related to students managed by the teacher.- Signing part-time teaching and scientific research contracts at vocational educational institutions or other educational institutions, but must fulfill duties and rights stipulated in Articles 55 and 57 of the Law on Vocational Education 2019, and this Article, and ensure the completion of duties at their workplace.- Enjoying policies stipulated in Article 58 of the Law on Vocational Education and other benefits as per the law.- Participating in scientific and technological activities and enjoying rights under the Law on Science and Technology 2013; teachers doing management work in colleges who participate in teaching are entitled to teachers' policies in accordance with the law and lawful school regulations.- Managing students; participating in staff evaluation, public employee, labor personnel assessment, and contributing to the community.- Being supervised by the school regarding content, quality, teaching methods, and scientific and technological duties.- Completing other tasks assigned by the school, faculty, or department.

1. Teachers, managers, public employees, labor staff involved in teaching, management, service in public colleges are recruited according to the law on public employees and labor law.
2. Teachers, managers, labor staff involved in teaching, management, service in private colleges are recruited according to the labor law.
3. Recruitment and usage of teachers must be based on the assessment of professional competence, occupational ethics, work efficiency, and relevant legal provisions.
