Pursuant to Article 3 of Decree 28/2012/ND-CP:

Degree of Disability

  1. Persons with severe disabilities are those who, due to their disabilities, are completely unable to perform functions, unable to control themselves or perform activities such as walking, dressing, personal hygiene, and other activities serving their daily needs without supervision, assistance, and care from others.

Persons with significant disabilities are those who, due to their disabilities, have lost part or a diminished function and are unable to control themselves or perform some activities such as walking, dressing, personal hygiene, and other activities serving their daily needs without supervision, assistance, and care.

Based on point c Clause 1 Article 7 of Circular 11/2014/TT-BGDDT (amended by Clause 3 Article 1 of Circular 05/2018/TT-BGDDT):

  1. Direct admission to upper secondary school is available for the following candidates:

a) Students from ethnic minority boarding schools;

b) Students of very small ethnic groups;

c) Students with disabilities;

...

Therefore, there are currently 03 levels of disability. However, regarding the Direct Admission to upper secondary school, the category for students with disabilities is inclusive, irrespective of the level of disability.

Thus, students with mild disabilities are still eligible for direct admission to upper secondary school.

Candidates and Enrollment Methods

a) Selection based on the review of the conduct and academic results over 4 years of lower secondary education for the candidates, considering repeated grades the results of the repeated year are taken;

b) Entrance examination;

c) A combination of entrance examination and selection review.

  1. Certified copy of the birth certificate.

According to Article 11 of Circular 11/2014/TT-BGDDT, the responsibilities of the Divisions of Education and Training and upper secondary schools in the enrollment mechanism in Vietnam are stated as follows:

Responsibilities of the Divisions of Education and Training:

- Implement the directions and guidance from the Department of Education and Training on enrollment work.

- Develop an enrollment plan for approval by the district-level People's Committee. Guide and inspect the enrollment activities of lower secondary schools.

- Conduct periodic and annual statistics, information, and reporting on enrollment work to the district-level People's Committee and Department of Education and Training.

Responsibilities of Lower Secondary and upper secondary schools:

- Follow the directions and guidance of the Department of Education and Training (for upper secondary schools) and the Division of Education and Training (for lower secondary schools) regarding enrollment work;

- Enroll students with disabilities who wish to attend;

- Ensure the implementation of universal education tasks in the designated area;

- Accept complaints, resolve them within their authority, or propose resolutions to higher authorities;

- Archive enrollment documents in accordance with the law;

- Carry out statistics and reporting to direct education management agencies.
