Based on Clause 1, Article 3 of Decision 13/2013/QD-TTg:
Regimes, policies for officials of the Youth Union, Association who are students
1. officials of the Youth Union, Association who are students receive priority in reward points evaluation according to the Student Conduct Evaluation Regulations of the Ministry of Education and Training; they are given priority in scholarship consideration, job introduction, and additional support for working and studying conditions according to the capabilities and actual situation of each institution.
- Annually, Youth Union, Association officials who are students completing their duties excellently are praised and rewarded. The funds for organizing the praise and rewards for Youth Union, Association officials are allocated within the total annual funds granted to the Youth Union, Association.
- Youth Union, Association officials who are students are supported with monthly or annual activity fees. Based on specific conditions, the school regulates the level of support for activity fees for each Youth Union, Association officer title.
Thus, students who are officials of the Youth Union, Association will receive priority in reward points according to the Student Conduct Evaluation Regulations of the Ministry of Education and Training.

What are principles for evaluating university student conduct results in Vietnam?
Based on Article 2 of the Regulations on the evaluation of conduct results for university students in full-time training, issued with Circular 16/2015/TT-BGDDT, the principles for evaluating university student conduct results are as follows:
- Strictly follow the process and evaluation criteria specified in these regulations; ensure objectivity, transparency, fairness, and accuracy.
- Ensure equality, democracy, and respect for the evaluated person's rights.
- Coordinate comprehensively and closely with relevant departments and units within the school in the evaluation of student conduct results.
What are criteria for evaluating conduct points and the scoring framework in Vietnam?
Based on Chapter 2 of the Regulations on the evaluation of conduct results for university students in full-time training, issued with Circular 16/2015/TT-BGDDT, the criteria for evaluating conduct points and the scoring framework are as follows:
(1). Evaluation of awareness in participation in study
- Criteria for determining the evaluation points:
+ Awareness and attitude in learning;
+ Awareness and attitude in participating in academic clubs, academic activities, extracurricular activities, scientific research activities;
+ Awareness and attitude in participating in exams, competitions;
+ Spirit of overcoming difficulties, striving in learning;
+ Academic results.
- Scoring framework from 0 to 20 points.
(2). Evaluation of the awareness of compliance with rules and regulations in the university
- Criteria for determining the evaluation points:
+ Awareness of compliance with directives from the sector, from higher-level authorities implemented in the university;
+ Awareness of compliance with the university's rules, regulations, and other applied regulations.
- Scoring framework from 0 to 25 points.
(3). Evaluation of awareness in participating in political, social, cultural, artistic, sports activities, crime prevention, and social evils combat
- Criteria for determining the evaluation points:
+ Awareness and effectiveness in participating in political, social, cultural, artistic, sports training activities;
+ Awareness in participating in public service activities, volunteer work, social work;
+ Participation in propaganda, crime prevention, and the fight against social evils.
- Scoring framework from 0 to 20 points.
(4). Evaluation of citizenship awareness in community relations
- Criteria for determining the evaluation points:
+ Awareness of compliance and participation in propagating Party policies and State laws in the community;
+ Awareness in participating in social activities with recognized achievements, commendations, and awards;
+ Spirit of sharing, helping relatives, and those in difficulty or distress.
- Scoring framework from 0 to 25 points.
(5). Evaluation of awareness and results when participating in class officer work, union activities, and organizations within the university or achieving special accomplishments in study and conduct
- Criteria for determining the evaluation points:
+ Awareness, spirit, attitude, reputation, and work effectiveness of students assigned with managing class, union organizations, Youth Union, Student Union, and other institutions in the university;
+ Skills in organizing, managing the class, managing union organizations, Youth Union, Student Union, and other institutions in the university;
+ Support and active participation in communal activities of the class, collective, faculty, and university;
+ Students achieving special accomplishments in study and conduct.
- Scoring framework from 0 to 10 points.
