This is the time when schools across the country organize opening ceremonies and return to school. However, whether students have a day off or not depends on notifications from specific localities.

This is based on Article 1 of the Framework Plan for the 2024-2025 academic year for preschool, general education, and continuing education, issued by the Minister of Education and Training, enclosed with Decision 2045/QD-BGDDT of 2024.

Who has the authority to allow primary school students days off during Super Typhoon Yagi in Vietnam?

Pursuant to Article 3 Decision 2045/QD-BGDDT of 2024, the responsibilities are regulated as follows:

Responsibilities

  1. The Chairperson of the Provincial People's Committee, municipalities directly under the central government shall decide on:

a) The time plan for the academic year for preschool, general education, and continuing education suitable to local realities.

b) The early starting time and extension of the academic year by no more than 15 days compared to the provisions in Article 1 of this Decision to ensure the implementation and completion of educational programs in the event of natural disasters or epidemics; for special cases arising, report to the Ministry of Education and Training before implementation.

  1. Directors of Departments of Education and Training:

a) Decide on student recesses in case of severe weather or natural disasters and arrange makeup classes; ensure the rest time of teachers during the academic year.

b) Report to the Ministry of Education and Training on:

- The situation of the academic year's preparation and the organization of the opening ceremony for the 2024-2025 academic year before September 10, 2024;

- Summarize the implementation of key tasks and solutions for the 2024-2025 academic year and the results of achieving competition criteria.

Thus, the Director of the Department of Education and Training will rely on the actual situation to decide on primary school students' recess due to storms.

*Note: Everyone should limit going out during the storm and implement safety measures. Also, coordinate with local authorities and communities to take preventive measures against storm consequences.

What are the measures to ensure safety for students in Vietnam during Super Typhoon Yagi?

On September 4, 2024, the Ministry of Education and Training issued Official Telegram 1170/CD-BGDDT of 2024 regarding proactive response to Typhoon No. 3 (Download).

The Minister of Education and Training sent a telegram to the Directors of the Departments of Education and Training in northern provinces/cities from Nghe An northward as follows:

According to the National Center for Hydro-Meteorological Forecasting, at 4 PM on September 3, 2024, the center of Typhoon No. 3 (Yagi) was located in the eastern sea area of the North East Sea, with the strongest wind near the center of the storm at level 10 (89-102km/h), gusting at level 12. It is forecasted that Typhoon No. 3 may directly hit the Northern provinces at a very high intensity, especially in the provinces, cities of: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ha Nam, Ninh Binh. To proactively respond to Typhoon No. 3, the Minister of Education and Training requested the Directors of the Departments of Education and Training in northern provinces/cities from Nghe An northward to strictly implement the following:

[1] Closely monitor the development of the storm, be on duty 24/24 hours; maintain regular contact with relevant agencies and local rescue forces to promptly respond in case of emergencies, implementing the principle of “on-site operation”;

[2] Direct educational institutions to organize a concise and safe new academic year opening ceremony, suitable to the local conditions. Absolutely do not organize the opening ceremony in areas with heavy rain at risk of landslides or flooding;

[3] Develop plans and promptly relocate property, machinery, equipment, furniture, documents, and books to safe places to avoid damage, loss, and minimize storm-induced damage;

[4] Swiftly remedy damages; clean and sanitize school premises right after the storm to ensure safety, cleanliness, and disease prevention, preparing conditions to serve the new academic year.

[5] Continuously update information, summarize damages and develop a handling plan, report to the provincial People's Committee for remediation, and report to the Ministry of Education and Training at: Department of Facilities, Ministry of Education and Training - No. 35, Dai Co Viet, Hai Ba Trung District, Hanoi (contact person Mr. Tran Gia Khanh, Officer of the Department of Facilities, phone 0917710440) to summarize and report to the Government of Vietnam.

Thus, after Super Typhoon Yagi passes, localities promptly remedy damages; clean and sanitize school premises right after the storm to ensure safety, cleanliness, and disease prevention, preparing conditions to serve the new academic year.
