What are regulations on seating arrangements for students in inclusive education in Vietnam?
According to Article 5 of Circular 03/2018/TT-BGDDT, the responsibilities and powers of educational establishments implementing inclusive education are as follows:
- Identify, mobilize, and accept people with disabilities to study at educational establishments.
- Arrange and organize classes suitable for people with disabilities; ensure that each inclusive class has no more than 02 (two) people with disabilities. In special cases, the head of the educational establishment can, based on actual conditions, arrange for additional people with disabilities in a class to ensure that all those needing inclusive education can attend.
- Develop and implement early intervention, inclusive education activity plans; provide counseling, and vocational orientation suitable for the needs and abilities of people with disabilities.
- Create an inclusive, friendly educational environment, ensuring that people with disabilities are respected, supported, and able to participate equally in all educational activities.
- Coordinate with families, communities, inclusive education support centers, and specialized educational establishments to implement inclusive education.
- Support the execution of early intervention activities and basic skill development for people with disabilities to integrate into the community.
- Provide information about the education of people with disabilities studying inclusively at the educational establishment to the council determining the degree of disability at the commune level (hereinafter referred to as the commune).
- Develop the professional capacities of management staff, teachers, lecturers, and employees to meet the requirements of inclusive education.
- Mobilize human resources to support inclusive education and utilize the state budget allocated for implementing inclusive education as stipulated by law.
Thus, it can be seen that arranging inclusive education classes for people with disabilities must ensure that each class includes no more than 02 (two) people with disabilities.
*Note: In special cases, the head of the educational establishment can, based on actual conditions, arrange for additional people with disabilities in a class to ensure that all those needing inclusive education can attend.
This is also one of the tasks of educational establishments implementing inclusive education for students.

- Study and train according to their individual education plan.
- Provide information about their health status, learning ability, and propose support needs to family and educational establishments when necessary.
- Respect officials, teachers, and staff in the educational establishment; unite, assist, and support each other in learning and training; comply with school rules; preserve and protect common property.
* Regarding the rights of people with disabilities (Article 15 of Circular 03/2018/TT-BGDDT)
In addition to the rights of students as stipulated, people with disabilities in inclusive education enjoy the following rights:
- People with disabilities can enroll at an age higher than the prescribed enrollment age.
- Study at educational establishments appropriate to their level and ability; be cared for, respected, protected, and treated equally in learning and educational activities to develop individual abilities; be provided with information, textbooks, learning materials, and scholarships as stipulated.
- People with disabilities can study, train, and receive support in individual sessions on specific knowledge and skills to effectively participate in inclusive education.
- Receive counseling on support services, early intervention, inclusive education, and vocational orientation suitable to their abilities and needs.
- Have their disability status kept confidential.
- Be praised and rewarded for achievements in learning and training.
- Be entitled to policies on education for people with disabilities as stipulated.
