Based on Article 5 of Circular 15/2021/TT-BLDTBXH:
Types of colleges
1. Colleges in this Circular are organized according to the following types:
a) Public colleges;
b) Private colleges;
c) Foreign-invested colleges.
2. The managing authorities of public colleges include:
a) Ministries, ministerial-level agencies, agencies under the Government of Vietnam, central agencies of political-social organizations;
b) Units under ministries, ministerial-level agencies, agencies under the Government of Vietnam, central agencies of political-social organizations;
c) People's Committees of provinces and central-affiliated cities (hereinafter collectively referred to as provincial People's Committees).
Colleges are organized under the following types:
[1] Public colleges;
[2] Private colleges;
[3] Foreign-invested colleges.
Thus, foreign-invested colleges are one of the types of colleges as currently regulated.

Based on Article 7 of Circular 15/2021/TT-BLDTBXH:
Regulations on the organization and operation of colleges
1. The organization and operation regulations of a college are issued by the principal following the resolutions of the college council for public colleges or based on the resolutions of the board of directors for private colleges, based on the specific provisions of this Circular, in accordance with the characteristics of the school, and not contrary to the relevant legal provisions.
Colleges within the people's armed forces shall apply this provision and those regarding units within the people's armed forces.
2. The organizational and operational regulations of a college include the following essential contents:
a) Name of the college, abbreviated name (if any);
b) Mission;
c) Objectives;
d) Tasks and powers of the college;
dd) Organization of training activities, scientific research, technology and production services, international cooperation;
e) Duties and rights of teachers, management staff, public employees, and workers;
g) Duties and rights of students;
h) Organization and management of the college;
i) Finance and property;
k) Relationship between the college and businesses, vocational education institutions, educational institutions, students' families, and society;
l) Inspection, supervision, reward and handling of violations.
3. The organizational and operational regulations of a college must be made public throughout the school after being issued.
4. The principal of the college issues amended and supplemented organizational and operational regulations of their school as prescribed in clauses 1, 2, and 3 of this Article.
Thus, in accordance with the above regulations, the organization and operation regulation of a foreign-invested college will have content regarding the mission of the college.
What are the 16 tasks of a foreign-invested college in Vietnam ?
Based on Article 8 of Circular 15/2021/TT-BLDTBXH:
Colleges perform tasks and powers as prescribed in Article 23 of the Law on Vocational Education, related legal provisions, and the following regulations:
Task [1] Organize the implementation of associate degree, intermediate, elementary level training programs, and continuous training programs as prescribed by the Minister of Labor, War Invalids and Social Affairs;
Task [2] Organize the compilation, development, selection, and approval of training programs, curriculum, and learning materials for each discipline and profession of the college as prescribed by the Minister of Labor, War Invalids and Social Affairs;
Task [3] Develop admissions plans, organize admissions according to the regulations of the Minister of Labor, War Invalids and Social Affairs;
Task [4] Organize training activities; conduct tests, examinations, and graduation recognition; print blanks, manage, issue diplomas for associate and intermediate graduates, elementary certificates, training certificates as prescribed by the Minister of Labor, War Invalids and Social Affairs. Organize practical training in the health sector and special fields as regulated by the Government of Vietnam;
Task [5] Manage students, organize physical education, sports, cultural, artistic, and other comprehensive educational activities for students as prescribed by the Minister of Labor, War Invalids and Social Affairs;
Task [6] Provide career counseling, vocational guidance, employment advice for students and organize activities supporting students' entrepreneurship as regulated by law;
Task [7] Implement policies supporting elementary level training, training under 3 months for rural laborers, female laborers, disabled persons, and other policies as regulated by law;
Task [8] Recruit, employ, and manage the staff of teachers, management staff, public employees, and workers of the college ensuring sufficient number, suitable to the industry, profession, scale, and training level as regulated by law;
Task [9] Assign or organize training, fostering for the staff of teachers, management staff, public employees, and workers of the college to study and improve professional and operational levels as regulated by law;
Task [10] Cooperate with businesses, organizations, individuals, students' families in vocational education and career counseling; organize visits and internships for teachers, students at enterprises and support job placement for students as regulated by law;
Task [11] Coordinate with secondary schools, high schools, vocational education and continuing education centers, continuing education centers to propagate, provide vocational guidance, and channel students into vocational education levels;
Task [12] Carry out scientific and technological tasks in vocational education, apply scientific research results and transfer new technology for developing economic-social activities of ministries, central authorities and local authorities;
Task [13] Implement democracy, transparency as regulated by law in training mission implementation, scientific and technological tasks implementation, application of scientific research results and technology transfer into teaching, career counseling, vocational guidance for students. Have a mechanism for students to participate in evaluating training activities; teachers to participate in evaluating management staff, public employees, and workers of the school;
Task [14] Manage, use land, physical facilities, equipment, finance, and property of the college as regulated by law;
Task [15] Provide data on the organization of vocational education activities for building databases on vocational education; implement periodic and irregular reporting policies as prescribed;
Task [16] Perform other tasks as prescribed by law.
