4. Standards for Professional Competence and Skills
a) Grasping the guidelines, policies, laws of the Communist Party, the State, regulations, and requirements of the sector and locality on middle school education and implementing the assigned tasks;
b) Mastering the knowledge of the subjects assigned to teach; being capable of developing teaching and educational plans oriented toward developing students' qualities and abilities;
c) Being able to effectively apply teaching and educational methods to develop students' qualities and abilities, and actively engage student activities;
d) Using methods to assess and evaluate students’ learning outcomes and progress oriented toward developing students’ qualities and abilities;
dd) Having the capability to provide psychological counseling and career guidance to students; integrating psychological counseling and career guidance activities into teaching and education activities;
e) Building cooperative relationships with students' parents, relevant organizations, and individuals to carry out teaching and education activities for students;
g) Creating and implementing plans for self-study and professional development;
h) Having the ability to apply information technology in professional activities; being able to use a foreign language or ethnic minority language as required by the position.
Thus, Class 3 lower secondary school teachers are not required to know a foreign language for the job position if they can use an ethnic minority language.

What is the salary coefficient of Class 3 lower secondary school teachers in Vietnam?
Based on Article 8 of Circular 03/2021/TT-BGDĐT, regulations on salary arrangement are as follows:
Salary arrangement
1. Public employees appointed to the professional titles of lower secondary school teachers as stipulated in this Circular shall apply the corresponding salary scale issued in accordance with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials, public employees, and armed forces. Specifically:
a) Class III lower secondary school teachers, code V.07.04.32, shall apply the salary coefficient for public employees of type A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
b) Class II lower secondary school teachers, code V.07.04.31, shall apply the salary coefficient for public employees of type A2, group A2.2, from a salary coefficient of 4.00 to a salary coefficient of 6.38;
c) Class I lower secondary school teachers, code V.07.04.30, shall apply the salary coefficient for public employees of type A2, group A2.1, from a salary coefficient of 4.4 to a salary coefficient of 6.78.
2. Salary arrangement when appointing to professional title Classs shall follow the guidance in Section 1, Part II of Circular No. 02/2007/TT-BNV, dated May 25, 2007, of the Ministry of Home Affairs, which provides guidance on Salary arrangement when upgrading or transferring Classs and types of officials and public employees, and according to the current legal regulations. When implementing new salary policies, new Salary arrangements shall comply with the regulations of the Government of Vietnam.
Thus, the salary coefficient of Class 3 lower secondary school teachers ranges from 2.34 to 4.98.
What are the duties of Class 3 lower secondary school teachers in Vietnam?
According to Clause 1, Article 3 of Circular 03/2021/TT-BGDĐT, Class 3 lower secondary school teachers must perform the following tasks:
- Class 3 lower secondary school teachers develop the educational plan of the subjects assigned and participate in building the educational plan of the professional team according to the goals and curriculum of the middle school education level;
- Directly teach and educate students according to the school's and professional team's educational plan and program; manage students in educational activities organized by the school;
- Use teaching and educational methods oriented toward fostering students' abilities and qualities and actively engage students' activities;
- Conduct activities to assess and evaluate students' learning outcomes and training as per regulations;
- Identify and foster gifted students or provide support to underachieving students or guide trainee teachers (if any);
- Organize psychological counseling and career guidance activities for students and their parents in the assigned class;
- Collaborate with relevant individuals and organizations to carry out teaching, education, psychological counseling, and career guidance activities for students;
- Participate in professional team activities; join scientific research; complete the management system of educational activities records as per regulations; undertake the task of implementing compulsory middle school education and inclusive education within the assigned scope; participate in organizing contests (for teachers or students) from the school level and higher (if any);
- Complete required training and professional development courses; proactively self-study, self-train to enhance professional and specialized skills;
- Additionally, perform other tasks assigned by the principal.
