What Are the General Standards to Become a Grade 1 Lower Secondary School Teacher in Vietnam?
Based on Article 5 of Circular 03/2020/TT-BGDDT, amended by Clauses 6, 7, 3, and Clause 2 of Article 3 of Circular 08/2023/TT-BGDDT, as follows:
* Standards in Terms of Education and Training Level
+ Possess a bachelor's degree or higher in a teacher training field for secondary school teachers.
In cases where a subject lacks teachers with a bachelor's degree in teacher training, a bachelor's degree in a relevant field, and a training certificate in teaching skills for secondary school education following the program issued by the Minister of Education and Training is required;
+ Possess a training certificate according to the standards for the professional title of secondary school teacher.
* Standards in Terms of Professional and Occupational Competence
+ Actively and proactively implement and advocate, guide colleagues to implement the policies, guidelines, and laws of the Communist Party, the State, and the regulations and requirements of the sector and locality regarding secondary education in assigned tasks;
+ Ability to implement, guide, and support colleagues in developing a teaching and educational plan suitable to the actual conditions of the school and locality; guide, support colleagues in creating inter-disciplinary lesson plans;
+ Ability to implement, guide, and support colleagues in applying teaching and educational methods, technology towards developing students' qualities and abilities in line with the actual conditions of the school and locality;
+ Apply and guide, support colleagues in using forms, methods to test, evaluate students' learning results, training, and progress towards developing students' qualities and abilities;
+ Apply and guide, support colleagues in effectively implementing psychological counseling and career guidance measures for students, integrated into teaching and educational activities;
+ Capability to propose measures for the school to strengthen the coordination between the school and relevant organizations, individuals in implementing teaching and student educational activities;
+ Ability to guide, support colleagues, share experiences on developing professional and occupational competencies;
Ability to apply information technology in occupational activities; capable of using a foreign language or an ethnic minority language required by the job position;
+ Recognized as an emulation fighter at the ministry/department/provincial level or higher; or awarded a commendation from the provincial level or higher; or recognized as achieving one of the titles: excellent teacher, excellent class head teacher, excellent Pioneer Organization leader from the district level or higher;
+ Employees who sit for examination or consider promotion to the professional title of Grade 1 secondary school teacher (code V.07.04.30) must have held the professional title of Level 2 secondary school teacher (code V.07.04.31) or equivalent for at least 06 (six) years, up to the deadline for submitting applications for examination or promotion.
Thus, based on the above regulations, to become a Grade 1 secondary school teacher, one must meet the standards of education and training and professional and occupational competence.

What Will Be the Conditions for Appointment to the New Professional Title of Grade 1 Lower Secondary School Teacher in Vietnam?
Based on Article 7 of Circular 03/2021/TT-BGDDT, the regulations are as follows:
Cases for Appointment to the Professional Title of Secondary School Teacher
1. Public employees who have been appointed to secondary school teacher professional titles according to Joint Circular No. 22/2015/TTLT-BGDDT-BNV, if they meet the standards for the professional title as stipulated in this Circular, shall be appointed to the new professional title as follows:
a) Grade III Secondary school teacher (code V.07.04.12) shall be appointed to the professional title of Grade III Secondary school teacher (code V.07.04.32);
b) Grade II Secondary school teacher (code V.07.04.11) shall be appointed to the professional title of Grade II Secondary school teacher (code V.07.04.31);
c) Grade I Secondary school teacher (code V.07.04.10) shall be appointed to the professional title of Grade I Secondary school teacher (code V.07.04.30).
2. Secondary school teachers Level II (code V.07.04.11) who do not meet the standards of the corresponding level according to Article 4 of this Circular shall be appointed to the professional title of Grade III Secondary school teacher (code V.07.04.32); secondary school teachers Level I (code V.07.04.10) who do not meet the standards shall be appointed to the professional title of Grade II Secondary school teacher (code V.07.04.31).
3. Newly recruited secondary school teachers, after completing the probationary period as regulated, and being evaluated as meeting the requirements by the head of the public service provider, shall be appointed to the correct professional title of the secondary school teacher they were recruited for.
Thus, according to the regulations, public employees who have been appointed to the old professional titles for Grade 1 secondary school teachers shall be appointed to the new titles as follows:
- Old Grade 1 Secondary School Teacher (code V.07.04.10) shall be appointed to the new professional title of Grade 1 Secondary School Teacher (code V.07.04.30).
- Old Grade 1 Secondary School Teacher (code V.07.04.10) who does not meet the standards of the corresponding level shall be appointed to the new professional title of Level 2 Secondary School Teacher (code V.07.04.31).
- Newly recruited secondary school teachers, after completing the probationary period and being evaluated as meeting the requirements by the head of the public service provider, shall be appointed to the correct professional title of the secondary school teacher they were recruited for.

b) Possess a bachelor's degree in teacher training or higher for primary, secondary, and high school teachers.
In cases where a subject lacks teachers with a bachelor’s degree in teacher training, they must have a bachelor’s degree in a relevant field and a certificate in pedagogical skills training;
c) Possess a master’s degree for university lecturers; a doctoral degree for university lecturers guiding master’s theses or doctoral dissertations;
d) Training standards for teachers in vocational education institutions shall follow the Vocational Education Law.

Thus, the standard qualification for Grade 1 secondary school teachers requires a bachelor's degree.
