- The enrollment region for each candidate is determined by the location of the school where the candidate studied the longest time during high school (or intermediate level); if the longest study period is in equivalent regions, then it is determined by the last school the candidate attended;
- The following cases are eligible for regional priority according to their residence location:
+ Students from ethnic boarding schools receiving priority policies, state incentives as per regulations;
+ Students with residence (during high school or intermediate level) over 18 months in:
++ Communes in Region III and communes with particularly disadvantaged villages in ethnic minority and mountainous areas according to the regulations of the Minister, the Chairman of the Committee for Ethnic Minority Affairs and the Prime Minister;
++ Communes with special difficulties in coastal and island areas; c
++ Communes with special difficulties, border communes and communes in safe zones are included in the investment category of Program 135 (according to Decision 135/QD-TTg dated 31/7/1998);
++ Villages and communes with special difficulties in the localities as prescribed by the Prime Minister if they study at the high school (or intermediate level) in the location of the district, town or provincial city with at least one of the communes in the category of extreme difficulties.
+ Military personnel; officers, non-commissioned officers, conscripts in the People's Police appointed to take exams:
++ If stationed in an area for 18 months or more, priority shall be given according to that area or according to the place of permanent residence before enlistment, depending on which area has a higher priority;
++ If they are stationed for 18 months or more in areas with different priority levels, they will enjoy priority according to the area with a longer period of military station;
++ If it is less than 18 months, they will enjoy regional priority according to their place of permanent residence before enlistment;
