What are cases in which university students in Vietnam exempted from tuition fees for the 2024-2025 academic year?

Pursuant to Clause 2, Article 14 of Decree 81/2021/ND-CP, the subjects exempt from tuition fees are as follows:

  1. Persons studying in specialized fields required for economic-social development, defense, and security as per the Higher Education Law. Specialized fields are determined by the Prime Minister of the Government of Vietnam.

Pursuant to Article 15 of Decree 81/2021/ND-CP, the subjects exempt from tuition fees are as follows:

Subjects exempt from tuition fees

  1. Subjects prescribed in the Ordinance on preferential treatment for revolutionary contributors if studying at educational institutions under the national education system.

  1. Children in preschool and students under 16 without guardians, and individuals aged 16-22 studying at general education, higher education, the first university degree who are monthly social allowance beneficiaries under Clause 1 and Clause 2, Article 5 of Decree 20/2021/ND-CP dated March 15, 2021, on social assistance policies for social protection beneficiaries. Learners at the intermediate and college levels who are orphans of both parents, without shelter per the Law on Vocational Education.

  1. Assigned students (including those assigned to vocational training with an internship duration of 3 months or more) according to the policies of the Government of Vietnam for higher education and vocational training institutions under the national education system.

  1. Students at vocational and higher education institutions of ethnic minorities whose father, mother, or both parents or grandparents (in the case of living with grandparents) belong to poor or near-poor households as prescribed by the Prime Minister of the Government of Vietnam.

  2. Students majoring in Marxism-Leninism and Ho Chi Minh Thought.

  3. Students, postgraduate students, and doctoral candidates majoring in Leprosy, Dermatology, Psychiatry, Forensic Medicine, Forensic Psychiatry, and Pathology at public medical training institutions according to state-ordered quotas.

  4. Students of very few ethnic minorities as prescribed in Clause 1, Article 2 of Decree 57/2017/ND-CP dated May 9, 2017, on policies to prioritize enrollment and support for preschool children and students of very few ethnic minorities in economically difficult or particularly difficult areas as currently prescribed by competent authorities.

  5. Learners of subjects belonging to programs and projects exempt from tuition fees as prescribed by the Government of Vietnam.

  6. Those who have completed intermediate education and continue studying at the intermediate level.

  7. Learners at the intermediate and college levels in fields that are difficult to enroll but in social demand as listed by the Ministry of Labor, Invalids, and Social Affairs.

  8. Learners in specialized fields required for economic-social development, defense, and security as per the Vocational Education Law. Specialized fields are determined by the Prime Minister of the Government of Vietnam.

Thus, university students in any of the following categories will be exempt from tuition fees for the 2024-2025 academic year:

- Studying in specialized fields.

- First-degree university students who are monthly social allowance beneficiaries.

- Assigned students.

- Belonging to ethnic minorities with father, mother, or both parents or grandparents (in the case of living with grandparents) belonging to poor or near-poor households.

- Majoring in Marxism-Leninism and Ho Chi Minh Thought.

- Majoring in Leprosy, Dermatology, Psychiatry, Forensic Medicine, Forensic Psychiatry, and Pathology at public medical training institutions according to state-ordered quotas.

- Students of very few ethnic minorities.- Covered by programs and projects exempt from tuition fees.

- Learners at the intermediate and college levels in fields that are difficult to enroll but in social demand.

What is the general goal of the undergraduate education program in Vietnam?

According to Clause 1, Article 5 of the Higher Education Law 2012, the general goal of the undergraduate education program is:

- To train human resources, improve the population's knowledge, nurture talent; and conduct scientific research, and technology to create new knowledge and products, serving the requirements of economic-social development, ensuring national defense, security, and international integration.

- To train learners to have political and ethical qualities; have knowledge and practical professional skills, research capacity, and development of science and technology applications corresponding to the training level; have good health; have creativity ability and professional responsibility, adaptability to the working environment; and have the consciousness to serve the people.
