According to Official Telegram 1200/OD-BGDDT in 2024 (Download), the Minister of Education and Training directs prompt rectification of the aftermath and early stabilization of teaching and learning activities. The Minister of Education and Training requests Directors of the Departments of Education and Training of the provinces and central-affiliated cities to urgently rectify the aftermath of the natural disaster.
Issue [1]: Coordinate with healthcare agencies to disinfect, clean classrooms, and prevent the risk of disease outbreaks after the storm.
Issue [2]: Ensure the safety conditions of the school environment and sanitation before welcoming students back to school.
Issue [3]: Prolonged heavy rainfall has softened the land, creating a high risk of landslides. It is necessary to proactively review and inspect structures at risk of safety to have repair and mitigation plans.
Issue [4]: Firmly refuse to use structures that do not meet quality standards and are at risk of collapsing. Plan and immediately implement the repair of school infrastructure, notably prioritizing items affecting the safety of teachers and students.
Issue [5]: Relocate students, teachers, infrastructure, and teaching equipment from heavily damaged or unsafe areas. Review the system of greenery, fences, and school gates, and take measures to prune branches, prevent wall collapses, and tree falls.
Issue [6]: Specifically inspect schools and educational facilities near rivers, streams, and areas at risk of flooding and landslides to issue warnings or suspend classes if deemed unsafe.
Issue [7]: Ensure prompt supply of essential items and necessary teaching equipment for affected educational institutions. Organize psychological support for teachers and students affected by the storm, especially families suffering human and property losses.
Issue [8: Strengthen cooperation with local departments in rescue and recovery, particularly supporting heavily affected families of teachers and students.
Issue [9]: Prepare facilities, equipment, and necessary items for boarding and semi-boarding students to ensure safety, thoroughness, and convenience.
Issue [10]: Consolidate damage assessments and recovery measures, and report to competent authorities with a detailed report to the MOET before September 15, 2024, for a comprehensive report to the Government of Vietnam.

On September 9, 2024, the Ministry of Education and Training issued Official Dispatch 5212/BGDDT-GDTrH in 2024 (Download) on the provision of textbooks for localities affected by Typhoon No. 3 (Yagi Typhoon).
Implementing the directive of the Prime Minister of the Government of Vietnam on focusing on urgent response to Typhoon No. 3 (Yagi Typhoon) and post-storm floods; to proactively address the aftermath of Typhoon No. 3 (Yagi Typhoon) and prepare conditions for students to return to school, the Ministry of Education and Training requests the Departments of Education and Training and related organizations to expeditiously implement the following measures:
- For the Departments of Education and Training: Proactively review, assess the damage to school infrastructure, teaching equipment, textbooks, and learning tools of schools and students caused by the storm and floods to devise mitigation plans and report to competent authorities.
Promptly assist students, policy families, students in difficult circumstances, and students impacted by rain and storms to stabilize their studies; implement solutions to ensure safe and effective teaching in schools.
Coordinate with local textbook suppliers to promptly provide additional textbooks to students, ensuring sufficient supply to help students quickly stabilize their studies.
- For textbook compilers and publishers:
The Ministry of Education and Training requests proactive cooperation with localities to review and promptly assess the damage to textbooks caused by Typhoon No. 3. Expedite printing and promptly supply textbooks to teachers and students to organize teaching and learning, with priority given to first-grade and final-grade students; do not let any shortage of textbooks occur.
Within their capabilities, publishers should cooperate with the Departments of Education and Training to proactively support textbooks, notebooks, and learning tools for students from policy families and those heavily affected by rain and storms to quickly stabilize their studies.
Thus, according to the directive, it is required that the Departments of Education and Training review and cooperate with textbook compilers and publishers to promptly assess the situation of textbook damage caused by Typhoon No. 3, expedite printing and promptly provide textbooks to teachers and students to organize teaching and learning, with priority given to first-grade and final-grade students; ensure no shortage of textbooks.

Responsibilities of the Chairman of the Provincial People's Committee: The chairman of the provincial and centrally-governed city People's Committees decides on:
- The academic year schedule for preschool, general education, and continuous education appropriate to local realities.
- The early school year start time and the extension of the academic year not exceeding 15 days compared to the regulations to ensure the implementation and completion of the preschool, general education, and continuous education program in case of natural disasters or epidemics; for special arising cases, report to the Ministry of Education and Training before implementation.
Responsibilities of the Director of the Department of Education and Training:
- Decide on school closures in case of severe weather and natural disasters and arrange make-up classes; ensure teacher leave time during the academic year.
- Report to the Ministry of Education and Training on:
+ The preparation for the academic year and the organization of the opening ceremony for the 2024-2025 academic year before September 10, 2024;
+ The summary of the implementation of key tasks, solutions for the 2024-2025 academic year, and the results of evaluating competition criteria, proposing awards for the academic year before June 25, 2025.
