[1] Continue to thoroughly understand and strictly implement Directive No. 12-CT/TW 2007 on strengthening the leadership of the Communist Party over the work of national defense and security education in the new situation;

Conclusion No. 91-KL/TW 2024 on basic and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in a socialist-oriented market economy and international integration;

Law on National Defense and Security Education 2013, Law on Prevention and Combat of Terrorism 2013, Law on Civil Defense 2023; Decree 13/2014/ND-CP and Decree 139/2020/ND-CP; Decree 168/2018/ND-CP; Decree 07/2014/ND-CP;

Identify national defense and security education; national defense, military; prevention and combat of terrorism; and civil defense as one of the focal leadership tasks of the Party committee, government, heads of agencies, units, and schools.

[2] Promote digital transformation, innovate state management of national defense and security education, and build a democratic, disciplined, orderly educational environment to ensure quality and effectiveness in teaching and learning of national defense and security education.

[3] Direct and implement the task plan and key solutions for the 2024-2025 academic year in the Education sector. Closely organize the teaching and learning of national defense and security education according to the Law on National Defense and Security Education and directives, guidance from the Ministry of Education and Training and related ministries to ensure safety, quality, and effectiveness; create favorable conditions for students to study and complete the curriculum content of national defense and security education according to the training plan. Organize the enhancement of national defense and security knowledge for eligible subjects.

[4] Continue to innovate and improve the quality of national defense and security education, instill patriotism, pride, national dignity, and a sense of responsibility towards the cause of building and defending the Fatherland; combine with the work of political, ideological, ethical, lifestyle education, life skills, vocational skills, physical training, legal knowledge and other educational activities for students appropriate to different age groups.

[5] Focus on developing, training, and fostering a team of teachers, lecturers, and management staff in national defense and security education with political qualities, ethics, lifestyle, knowledge level, professional capacity, skills, and teaching methods; ensure sufficient quantity and progressively meet standards, meeting the requirements of teaching and managing the subject.

[6] Strengthen investment resources, upgrade facilities, and supplement teaching equipment, learning models, weapons, and equipment; build and strengthen training fields and yards; effectively exploit and use textbooks, courses, learning materials, teaching equipment, and learning models to meet the teaching and learning requirements as prescribed.

[7] Thoroughly understand, build plans, organize the implementation of national defense, military work; prevention and combat of terrorism; civil defense and organize appropriate activities.

[8] Strengthen inspection, and supervision, urging the implementation of authority. Organize and implement well the emulation movements, expand the models of advanced examples in national defense and security education; national defense, military; prevention and combat of terrorism; and civil defense. Implement policy reviews, summarize and report according to regulations.

1. National defense and security education in upper secondary schools, professional secondary schools, anmd vocational secondary schools is a core subject.

Ensure that students have an initial understanding of the national defense system, public security; the tradition of national defense against foreign invaders, people's armed forces and Vietnamese military art; and basic, necessary knowledge on civil defense and military skills; ready to perform military service to protect the Fatherland.

3. Organize teaching and learning according to the program distribution. During the academic year, based on specific conditions, cooperate with relevant agencies, organizations, units to organize extracurricular learning for students with appropriate content and forms.

What ar the principles of national defense and security education in Vietnam??

Under the provisions of Article 5 of the Law on National Defense and Security Education 2013, national defense and security education must comply with the following principles:

- National defense and security education must comply with the Constitution and law of the Socialist Republic of Vietnam, under the leadership of the Communist Party of Vietnam, and the unified management of the State.

- National defense and security education is the responsibility of the political system and the entire population, in which the State plays a leading role.

- National defense and security education must be combined with political, ideological education, dissemination, legal education, and associating with the building of a comprehensive grassroots base.

- National defense and security education focuses on comprehensive education, with focus and focal points using appropriate forms; combining theory and practice, theory and practice.

- The program, and content of national defense and security education must be suitable for each subject, promptly responding to actual situations.

- Ensuring state secrecy, planning, inheritance, development, scientific, modernity, comprehensible, practical and effective.

What are the duties and powers of the Ministry of National Defense of Vietnam regarding national defense and security education?

According to the provisions of Article 34 of the Law on National Defense and Security Education 2013, the duties and powers of the Ministry of National Defense are clearly defined as follows:

[1] Issue within authority or submit to competent authorities for issuance of legal documents on national defense and security education.

[2] Take charge of and cooperate with the Ministry of Education and Training, relevant ministries and ministerial agencies to plan the system of national defense and security education centers nationwide, submit to the Prime Minister of Vietnam for consideration and decision; decide on the establishment of national defense and security education centers affiliated with military schools.

[3] Take charge of and cooperate with the Ministry of Public Security, the Ministry of Education and Training, ministries, central agencies, and related organizations:

- Regulate the national defense and security education framework program for learners in schools of state agencies, political organizations, and political-socio organizations; the framework program for enhancing national defense and security knowledge for outstanding individuals, and reputable people in communities; the content, program for enhancing national defense and security knowledge for subjects in government agencies, political organizations, political-social organizations, enterprises outside the state sector, non-public public service providers;

- Regulate standards for national defense and security education propagandists;

- Compile textbooks, and materials to disseminate national defense and security knowledge suitable to the situation and tasks of building and protecting the Fatherland in each period.

[4] Take charge of and cooperate with ministries, governmental agencies, central agencies, and related organizations to conduct national defense and security knowledge enhancement for subjects as prescribed by law; regulate duties and powers of agencies, units under their authority, military command of ministries and central authorities on national defense and security education.

[5] Cooperate with the Ministry of Education and Training, relevant ministries and ministerial agencies to train, foster, and train teachers, lecturers, propagandists, management staff, and part-time staff in national defense and security education; second officers to national defense and security education centers, university educational institutions, state management agencies on education.

[6] Ensure weapons, technical equipment, and special-use teaching devices for national defense and security education across educational institutions nationwide; provide means and material for national defense and security education for agencies, units, and military schools tasked with national defense and security education.

[7] Guide, inspect, review, summarize, reward, resolve complaints, and address violations of the law on national defense and security education according to authority.

[8] Conduct international cooperation on national defense and security education.
