Recently, on November 28, 2024, the Ministry of Education and Training of Vietnam issued Circular 18/2024/TT-BGDDT (effective from January 14, 2025), regulating the educational programs responding to the needs of learners; updating of knowledge and skills, transfer of technology (referred to as the educational programs responding to the needs of learners).
The educational programs responding to the needs of learners issued under this Circular are intended for continuingeducation institutions and other educational institutions to meet the regular and lifelong learning needs of the populace within the community, contributing to the enhancement of education and the prapareion of a learning society.
The educational programs responding to the needs of learners include specific Educational Programs in the following fields:

Economic Development Education Program.

Life Skills and Psychological Counseling Education Program.

What are the regulations on the teaching plan structured under the educational programs responding to the needs of learners in Vietnam?
Under Section 2, Part 1 of the educational programs responding to the needs of learners issued with Circular 18/2024/TT-BGDDT (effective from January 14, 2025), the teaching plan is regulated as follows:
- Based on the content and required educational outcomes of each specific program, continuing education institutions and other educational institutions (collectively referred to as continuing education institutions) proactively build flexible teaching plans for total educational programs across fields. Annually, continuing education institutions prepare teaching plans for each specific program across fields with a minimum of 30 lessons for each program for learners.
- Localities are empowered to investigate the learning needs, economic and social development requirements, and practical teaching conditions at continuing education institutions to select suitable teaching themes and content for each specific educational program across fields, ensuring the objectives and required educational outcomes of the program stipulated in part 2 of Circular 18/2024/TT-BGDDT.
What are the regulations on the examination and assessment of learning outcomes of the educational programs responding to the needs of learners in Vietnam?
Based on Section 3, Part 1 of the educational programs responding to the needs of learners issued with Circular 18/2024/TT-BGDDT (effective from January 14, 2025), the examination and assessment of learning outcomes of the educational programs responding to the needs of learners in Vietnam are regulated as follows:
- The assessment of learners' outcomes is carried out for each specific educational program. Learning outcomes for each specific educational program across education fields are evaluated in the categories of Qualified and Unqualified.
- The evaluation of learners' outcomes according to each content or theme must conform to the necessary educational outcomes set in the specific educational program. Examination and assessment focus on learners applying acquired knowledge and skills to solve practical life problems, evaluating changes in attitude and behavior in each Educational Program across specific fields.
- After a theme, evaluation is conducted in one of the following forms: Q&A, written, presentation, practice, observation evaluation, quizzes, reports, learning products, or the application of learned knowledge to solve personal or family situations.
- For each specific educational program, learners are evaluated in tandem with the progress of each theme, with teachers or lecturers recording evaluation results in the Learning Monitoring and Evaluation Book for each specific educational program to be used in issuing a Completion Certificate according to regulations.
- Learners who complete a theme of each specific educational program and pass the assessment are awarded a Completion Certificate for that theme according to the template in Appendix 1 of the educational programs responding to the needs of learners issued with Circular 18/2024/TT-BGDDT.
- Learners who complete a specific educational program and pass the assessment are awarded a Completion Certificate according to the template in Appendix 1 of the educational programs responding to the needs of learners issued with Circular 18/2024/TT-BGDDT.
- Learners who complete the entire specific educational program and pass the assessment are eligible to participate in the certification exam in Section 4 of the educational programs responding to the needs of learners issued with Circular 18/2024/TT-BGDDT, and if they pass according to regulations, they are awarded a Certificate according to the template in Appendix 2 of the educational programs responding to the needs of learners issued with Circular 18/2024/TT-BGDDT.
