From July 22, 2024, what are the procedures for consideration for awarding the title of Artist of Merit at the State Council in Vietnam?
According to Article 16 of Decree 61/2024/ND-CP, the procedures for awarding the title "Artist of Merit" at the State Council in Vietnamare carried out as follows:
The procedurse for awarding the title "Artist of Merit" at the State Council in Vietnam are conducted in two steps:
Step 1: At the State-level Specialized Council:
- Publicly announce the list of individuals proposed for the title "Artist of Merit" on the Ministry of Culture, Sports and Tourism's electronic portal for a period of 15 days, from the end of the dossier reception period of the Ministry-level or Provincial-level Council to gather public feedback;
- Receive and process public suggestions within 15 days from the end of the public announcement period of the list of individuals proposed for the title "Artist of Merit" on the Ministry of Culture, Sports and Tourism's electronic portal;
- Review and evaluate each dossier proposed for the title "Artist of Merit" according to regulations in Article 8 of Decree 61/2024/ND-CP within 25 days from the date the standing agency of the Council reports and seeks opinions from Council members on the dossier;
- Within 20 days from the end of the meeting of the Councils, the standing agency is responsible for notifying in writing the result of the title "Artist of Merit" evaluation of the State-level Specialized Councils to the Ministry-level or Provincial-level Council.
Within 05 days from the date the Ministry-level or Provincial-level Council receives the written notification of the result from the State-level Specialized Council, the standing agency of the Ministry-level or Provincial-level Council is responsible for notifying in writing the individuals whose dossiers are proposed for the title "Artist of Merit".
- Receive and process suggestions within 20 days from the date of notification of the evaluation results of the Councils.
- Within 15 days from the end of the period of receiving and processing suggestions, complete the dossier proposing the title "Artist of Merit" which achieves 80% or more approval votes from the total Council members present at the meeting, and send it to the standing agency of the State-level Council. The dossier (1 set) includes:
+ Documents specified at points a, b, c, d, e, and h of clause 6, Article 14 of Decree 61/2024/ND-CP;
+ The review sheet of the State-level Specialized Council for each individual being reviewed and evaluated according to point e, clause 4, Article 8 of Decree 61/2024/ND-CP: Form No. 8b in Appendix I attached to Decree 61/2024/ND-CP;
+ The decision to establish the State-level Specialized Council.
- The time for organizing the activity of awarding the title "Artist of Merit" at the State-level Specialized Council does not exceed 115 days.
Step 2: At the State Council:
- Publicly announce the list of individuals proposed for the title "Artist of Merit" on the Government of Vietnam's electronic portal and the Ministry of Culture, Sports and Tourism's electronic portal for a period of 15 days to gather public feedback, from the end of the dossier reception period of the State-level Specialized Council;
- Receive and process public suggestions within 15 days from the end of the public announcement period of the list of individuals proposed for the title "Artist of Merit" on the Government of Vietnam's electronic portal and the Ministry of Culture, Sports and Tourism's portal;
- Review and evaluate each dossier proposed for the title "Artist of Merit" according to regulations in Article 8 of Decree 61/2024/ND-CP within 15 days from the date the standing agency of the Council reports and seeks opinions from Council members on the dossier;
- Within 15 days from the end of the meeting of the Council, the standing agency is responsible for notifying in writing the result of the title "Artist of Merit" evaluation of the State Council to the Ministry-level or Provincial-level Council.
Within 05 days from the date the Ministry-level or Provincial-level Council receives the written notification of the result from the State Council, the standing agency of the Ministry-level or Provincial-level Council is responsible for notifying in writing the individuals whose dossiers are proposed for the title "Artist of Merit".
- Receive and process suggestions within 20 days from the date of notification of the evaluation result of the Council.
- Within 15 days from the end of the period of receiving and processing suggestions, complete the dossier proposing the title "Artist of Merit" which achieves 80% or more approval votes from the total Council members present at the meeting, and send it to the Ministry of Home Affairs for compilation and submission to the Prime Minister of the Government of Vietnam. The dossier (1 set) includes:
+ Documents specified at points a, b, c, d and e of clause 6, Article 14 of Decree 61/2024/ND-CP;
+ The review sheet of the State Council for each individual being reviewed and evaluated according to point e, clause 4, Article 8 of Decree 61/2024/ND-CP: Form No. 8b in Appendix I attached to Decree 61/2024/ND-CP;
+ The decision to establish the State Council.
- The time for organizing the activity of awarding the title "Artist of Merit" at the State Council does not exceed 100 days.

What are the benefits and obligations of individuals awarded the title of "Artist of Merit" in Vietnam?
According to Article 6 of Decree 61/2024/ND-CP, the benefits and obligations of individuals awarded the title of "Artist of Merit" in Vietnam include:
- Individuals receive the Medal, Certificate of Recognition from the President, monetary rewards, and other benefits according to law.
- Individuals have the obligation to preserve the awarded materials; continue to creatively labor in culture and arts to produce valuable movies, programs, performances, acts, works of culture and arts to serve the public.
How often do the award, announcement, and organization of the ceremony of the title "Artist of Merit" take place in Vietnam?
According to Article 5 of Decree 61/2024/ND-CP, the duration for awarding, announcing, and organizing the ceremony for the title "Artist of Merit" is as follows:
- The titles "People's Artist" and "Artist of Merit" are awarded and announced as stipulated in clause 4, Article 66 of the Law on Emulation and Commendation 2022.
Simultaneously, pursuant to clause 4, Article 66 of the Law on Emulation and Commendation 2022:
The titles "People's Artist" and "Artist of Merit"

4. The titles "People's Artist" and "Artist of Merit" are awarded and announced once every 3 years on the occasion of the National Day of the Socialist Republic of Vietnam.
Therefore, the period for awarding, announcing, and organizing the ceremony for the title "Artist of Merit" is once every 3 years on the occasion of the National Day of the Socialist Republic of Vietnam.
