Pursuant to Article 6 of Circular No. 23/2022/TT-BNNPTNT stipulating as follows:

Formulation and approval of the provincial plan for safe water supply in rural areas
1. The provincial plan for safe water supply is 05 years.
2. Before March 30 of the year preceding the planning period, the Department of Agriculture and Rural Development shall send written instructions to the People's Committees of districts and communes; water supply unit on the proposed content of the plan.
3. Before April 30 of the year preceding the planning period, the People's Committees of districts, communes and water supply units shall propose the contents of the plan and the list of works satisfying the requirements in Article 4 of this Circular which is sent to the Department of Agriculture and Rural Development. The proposed content is according to Appendix I issued together with this Circular.
4. Before May 30 of the year preceding the planning period, the Department of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with relevant departments and branches in, formulating a plan and submitting it to the People's Committee of the province.
5. Before June 30 of the year preceding the planning period, the provincial People's Committee shall approve the provincial plan for safe water supply in rural areas.

According to the above regulations, the period of the provincial safe water supply plan is 5 years.

5. The list of rural clean water supply works focused on implementing the provincial plan for safe water supply in rural areas, made according to the form in Appendix I issued together with this Circular.
6. Expenses for implementation.
7. Responsibility for the implementation of the plan for safe water supply.

Thus, the provincial plan for safe water supply in rural areas must contain the above contents.

Contents of planning for safe water supply for each concentrated rural clean water supply work in Vietnam
1. Description and assessment of current status of water supply works.
a) Describe and assess the current status of water sources and scope of water supply; items of collection, treatment, storage and distribution of clean water to customers; requirements on quantity, water quality, service quality, water loss rate;
b) Process diagram of water supply technology including water collection, treatment, storage and distribution of clean water to customers;
c) Basic information about customers, water prices;
d) Evaluation of the process of operation of the works, the incidents that have occurred (if any).
2. Assessment of hazardous content, risks and possible incidents to water supply works.
a) Description of hazardous contents for water supply works from water sources, items of clean water collection, treatment, storage and distribution, customer areas. Hazard classification according to biological, chemical, physical and other hazardous factors; analysis and assessment of the level of danger to water supply works;
b) Assess the level of risk impact on the basis of frequency of occurrence and degree of harm. Determine the risk score according to the severity and less serious, propose the limit of unsafety of water supply of the work according to Form No. 01, Appendix II issued together with this Circular;
c) Assessment of possible incidents according to their severity and less seriousness to water supply works from water sources, items of clean water collection, treatment, storage and distribution, customer areas. Develop measures to control, prevent and remedy possible incidents according to Form No. 02, Appendix II issued together with this Circular.
3. Develop additional control, prevention, and remedial measures, and make a step-by-step improvement plan.
a) Evaluate the effectiveness of current incident control, prevention and remedy measures on the basis of severity and less seriousness according to Form No. 03, Appendix II issued together with this Circular;
b) Develop additional control, prevention and remedy measures according to severity and less seriousness to water supply works from water sources, items of clean water collection, treatment, storage and distribution, customer area according to Form No. 04, Appendix II issued together with this Circular;
c) Make a plan for implementation of measures to control, prevent and remedy risks and incidents according to priority, improve step by step.
4. Develop scenarios and procedures for control, prevention, response and troubleshooting in case of out-of-control operation.
a) Develop scenarios of out-of-control incidents, emergency situations from water supply, collection, storage, treatment, distribution and timely response plans and processes; propose alternative water supply measures in case of interruption of water supply for more than 48 hours;
b) Estimated resources, funding and assignment of implementation organization.
5. Develop a program to check and evaluate the effectiveness of control measures and plan for safe water supply.
a) Determination of indicators for inspection, assessment and control limits of unsafe water supply works;
b) Develop a program to check and evaluate the effectiveness of control measures and plans for safe water supply regularly, periodically and irregularly.
6. Develop and manage data on safe water supply plans.
a) Develop, store and manage documents under the safe water supply plan; operation management process; operation log; customer information; test and evaluation results, troubleshooting measures;
b) Develop a mechanism to receive and promptly handle complaints and reflections from customers and the community.

Thus, the formulation of a safe water supply plan for each concentrated rural clean water supply project must contain the following contents:

- Description and assessment of the current status of water supply works

- Assessment of hazardous content, risks and possible incidents to water supply works.
