What does the inspection dossier for motor vehicle components include?
According to Clause 5 Article 1 of Circular 16/2022/TT-BGTVT (amending and supplementing Article 7 of Circular 30/2011/TT-BGTVT as amended by Clause 4 Article 1 of Circular 54/2014/TT-BGTVT) as follows:
“Article 7. Product inspection dossier
1. The inspection dossier for components (subject to inspection as stipulated in Appendix IV issued together with this Circular) includes:
*> a) A certified copy from the manufacturer (for the case of direct submission or via postal system) or an electronic copy (for the case of online public service submission) of the component test report;
*> b) A copy (for the case of direct submission or via postal system) or an electronic version (for the case of online public service submission) of the technical drawing and product specifications;
*> A copy (for the case of direct submission or via postal system) or an electronic form (for the case of online public service submission) of the technical specification registration according to the corresponding national technical standards;
c) A photograph of the product certified by the manufacturer (for the case of direct submission or via postal system) or an electronic version of the photograph (for the case of online public service submission);
An original (for the case of direct submission or via postal system) or an electronic version (for the case of online public service submission) of the explanation of the symbols and numbers on the product (if any);
Exemption from submitting documents specified in points a and b in case the components are imported from abroad and the documents of the type approval certificate issued by a foreign competent authority, accompanied by a test report indicating the imported component type meets the applicable United Nations ECE regulations or higher compared to the national technical standards and documents showing the assessment results of the production quality inspection conditions (Conformity of Production, abbreviated as COP) still valid as per ECE, EC regulations performed by a foreign competent authority or an independent organization recognized by a foreign competent authority."

2. The inspection dossier for motor vehicles includes:
a) A certified copy from the manufacturer (for the case of direct submission or via postal system) or an electronic copy (for the case of online public service submission) of the test report showing technical safety and environmental protection quality according to current national technical standards for motor vehicles;
b) A certified copy from the manufacturer (for the case of direct submission or via postal system) or an electronic copy (for the case of online public service submission) of the Design Appraisal Certificate, the technical design explanation, and the technical drawings of the design dossier, or substitute documents specified in Clause 2 Article 4 of this Circular;
c) A photograph of the vehicle design certified by the manufacturer (for the case of direct submission or via postal system) or an electronic version of the photograph (for the case of online public service submission); an original (for the case of direct submission or via postal system) of the technical specification registration form as prescribed in Appendix V issued together with this Circular or an electronic form (for the case of online public service submission);
d) An original (for the case of direct submission or via postal system) of the inventory of the assemblies, systems produced domestically and imported used for manufacturing and assembling the product according to the form prescribed in Appendix VI issued together with this Circular or an electronic form (for the case of online public service submission);
dd) An original (for the case of direct submission or via postal system) or an electronic version (for the case of online public service submission) of the explanation of the method and position of stamping chassis and engine numbers (for vehicles manufactured and assembled from assemblies, systems, and loose components);
Vietnam: How long are motor vehicle inspection dossiers retained?
According to Clause 5 Article 1 of Circular 16/2022/TT-BGTVT (amending and supplementing Article 7 of Circular 30/2011/TT-BGTVT as amended by Clause 4 Article 1 of Circular 54/2014/TT-BGTVT) as follows:
“Article 7. Product inspection dossier
...
3. The product inspection dossier must be retained at the Quality Management Agency as regulated and stored at the manufacturing premises for at least 02 years from the time the manufacturer notifies the Quality Management Agency of the cessation of production, assembly of the product type that has been certified.”
Thus, the motor vehicle inspection dossier in the registration field is implemented online according to the new regulations from August 15, 2022 as above.
Circular 16/2022/TT-BGTVT takes effect from August 15, 2022.
