- Original: Application for renewal of license for full extraction of minerals; Report full extraction of minerals results up to the time of extension request;
- Original or certified copy or copy accompanied with the original for comparison or certified electronic copy of the original:
Documents proving that obligations specified in Clause 2, Article 69 of the Law on Mineral 2010 have been fulfilled by the time of request for extension:
- To pay a licensing fee, royalties, taxes and charges and fulfill other financial obligations provided by law;
- To ensure the schedule of mine infrastructure construction and mining activities stated in the mining investment project and mine design;
- To exploit to the maximum main and accompanied minerals; to protect mineral resources; to ensure labor safety and sanitation and take measures to protect the environment;
-To collect and store information on results of further exploration for mineral deposits and on mining results;
- To report mining results to competent state management agencies under regulations of the Ministry of Natural Resources and Environment;
- To compensate for damage caused by mining activities;
- To create favorable conditions for other organizations and individuals to conduct scientific researches permitted by the State in the mining area;
- To close mines, restore the environment and rehabilitate the soil when the mining license expires;

What are the procedures for renewal of license for full extraction of minerals at the provincial level in Vietnam?
Pursuant to Section 15 Administrative Procedures issued with Decision 2901/QD-BTNMT 2023 stipulating the latest procedures for renewal of license for full extraction of minerals are carried out as follows:
- Step 1. Submit application
Organizations and individuals requesting renewal of license for full extraction of minerals submit applications directly or by mail to the Office of Receiving and Returning Results of Administrative Procedures of the Provincial People's Committee (or the Ministry) Receiving and Returning Results Department of the Department of Natural Resources and Environment) or submit online at the electronic information portal provided by the Provincial People's Committee.
- Step 2. Process documents
The agency receiving the dossier is responsible for checking the documents and documents contained in the dossier.

Processing time: no more than 18 working days
- Document checking: no more than 03 working days
- Document appraisal:
+ Within no more than 03 working days from the date of receipt of the application, the Department of Natural Resources and Environment is responsible for completing the inspection of the coordinates and area of the area requested for extension.
+ Within no more than 05 working days, the Department of Natural Resources and Environment must complete the appraisal of documents, records and other contents related to the extension.
- Time limit for renewal of license for full extraction of minerals:
+ Within no more than 02 working days from the date of completion of the appraisal, the Department of Natural Resources and Environment is responsible for completing and submitting the dossier to the Provincial People's Committee.
+ Within no more than 03 working days. The Provincial People's Committee considers deciding whether or not to renew the license for full extraction of minerals. In case you do not agree to renew your license, you must respond in writing and clearly state the reason.
