Pursuant to Clause 1, Article 7 of Circular 15/2023/TT-BGTVT stipulates as follows:

Train Driver

1. Standards

a) Possess a valid train driving license issued by a competent authority as prescribed by law;

b) Meet health conditions as prescribed by the Minister of Health;

c) For drivers of freight trains that do not arrange a Train Chief, they must be trained as a freight Train Chief; have a certificate of training as a freight Train Chief issued by a qualified training institution and meet the requirements of the freight train driving proficiency test organized by the enterprise employing the Train Driver.

2. Tasks

a) Understand and strictly implement regulations related to their scope of work in the national technical standard for railway operation, railway signaling, train operation procedures, and railway shunting work;

b) Be proficient in train driver operations, the method of using locomotives, the state of bridges, road positions, signals, and train schedules;

c) Operate locomotives safely, not exceeding the prescribed speed, according to the schedule of the train graph, and following train operation orders;

d) In the event of a railway traffic accident, urgently stop the train;

e) Only operate the train when they have a license appropriate to the type of vehicle being operated;

f) Before allowing the train to run, the Train Driver must check and confirm the running authorization of the train; accurately confirm the signals for train operation given by the Train Chief and stationmaster, even when the locomotive is running solo;

g) While running the train, the Train Driver is responsible for checking the technical status of the locomotive and other safety-related issues, vigilantly following and correctly implementing the guidance of road markers, signals, observing the state of bridges and roads, checking the effectiveness of the automatic braking system as required by the national technical standards for railway operations, especially when the train is ascending or descending steep and long slopes;

h) Guide and supervise the Assistant Train Driver in practice and take primary responsibility for the safety of train operations during the assistant's practice driving.

What are the standards for the position of Railway Train Chief?

Pursuant to Clause 1, Article 5 of Circular 15/2023/TT-BGTVT stipulates:

Train Chief

1. Standards

a) Possess a diploma or certificate of professional qualification at the primary level or higher in train operation or railway transport;

b) Meet health conditions as prescribed by the Minister of Health;

c) A freight Train Chief must have at least 1 year of direct experience as a Shunting Chief, or have a probation period as prescribed by labor laws for the position of freight Train Chief or Vice Train Chief in charge of safety; a passenger Train Chief must have at least 1 year of direct experience as a freight Train Chief or Vice Train Chief in charge of safety;

d) Meet the requirement of the proficiency test for the Train Chief organized by the enterprise employing the Train Chief.

2. Standards

a) Possess a diploma or certificate of professional qualification at the primary level or higher in operating railway vehicles appropriate to the type of vehicle being operated;

b) Meet health conditions as prescribed by the Minister of Health;

c) Have a probation period as prescribed by labor laws and meet the requirements of the proficiency test for train operations organized by the enterprise employing this role.

3. Tasks

a) Understand and strictly implement regulations related to their scope of work according to the operational processes for dedicated railway operations prescribed by the enterprise employing this role;

b) Be proficient in the operations of those directly operating railway transportation vehicles serving the enterprise's technological chain, the method of using railway vehicles, the state of bridges and roads, signals, and the operational schedule;

c) Operate railway transportation vehicles safely, not exceeding the prescribed speed according to the operational schedule, train operation orders;

d) In the event of a railway traffic accident, urgently stop the railway vehicle;

e) Before allowing the railway vehicle to run, confirm all safety conditions for train operations;

While operating railway transportation vehicles, be responsible for checking the technical status of the vehicle and other safety-related issues, vigilantly following and correctly implementing the guidance of road markers, signals, observing the state of bridges and roads, checking the effectiveness of the automatic braking system.
