Where to renew driver licenses in Vietnam?

Pursuant to Clause 3, Article 36 of Circular 35/2024/TT-BGTVT which governs the renewal of driver licenses issued by the Transportation Industry as follows:

  1. Procedure Implementation

a) Individuals shall prepare 01 set of documents according to the regulations in Clause 2 of this Article, to be submitted directly or via the online public service system to the Department of Transportation.

In case of direct submission, the individual must take a photo directly at the driver license issuing agency and complete the obligation to pay fees upon receiving the application.

In case of submission via the online public service system, the individual must fill out the declaration according to instructions, take responsibility for the accuracy and legality of the declared content, and must complete the obligation to pay the driver’s license issuance fee via the online public service system's payment function as per regulations, and pay the fee for using other services as per individual needs; when receiving the license, they must submit back the old driver license for record keeping;

Hence, individuals exchanging their driver licenses can submit documents directly at the Department of Transportation or via the online public service system to the Department of Transportation (https://dichvucong.mt.gov.vn/)

In Ho Chi Minh City, there are 3 locations where the public can submit documents for exchanging driver licenses:

- 252 Ly Chinh Thang, Ward 9, District 3, Ho Chi Minh City

- No. 8 Nguyen Anh Thu, Trung My Tay Ward, District 12, Ho Chi Minh City

- No. 111 Tan Son Nhi, Tan Son Nhi Ward, Tan Phu District, Ho Chi Minh City

Among these: At 252 Ly Chinh Thang, mainly handles registration applications via the 1081 hotline, foreign nationals exchanging driver’s licenses, and Vietnamese people needing to renew foreign licenses. The two locations in Tan Phu District and District 12 accept direct submissions for exchanging car and motorcycle licenses.

According to the above regulation, based on Clause 2, Article 36 of Circular 35/2024/TT-BGTVT, the documentation for exchanging a driver license issued by the transportation industry includes:

- Application form for renew (reissuance) of the driver license as per the form stipulated in Appendix 26 issued with Circular 35/2024/TT-BGTVT;

- A medical examination certificate for drivers issued by a medical facility meeting legal standards and still effective (except for those with A, A1, B1 licenses);

- A certified copy or electronic copy of the original or original entry electronic copy of the driver license or administrative violation sanctions decision in road traffic for cases where the driver license use is suspended;

- Passport still valid (for foreigners, Vietnamese residing abroad).

Note: When individuals prepare and submit a dossier to the Department of Transportation:

- In the case of direct submission, individuals must take a direct photo at the driver license issuing office and complete the obligation to pay fees upon receiving the dossier.

- In the case of submitting applications via the online public service system, individuals must declare following guidance, be responsible for the accuracy and legality of declared content, and must complete the obligation to pay driver license issuance fees via the online public service system's payment function as per regulations and pay fees for other services as needed by the individual.

Is it mandatory to renew driver licenses in 2025?

According to Clause 2, Article 62 of the Law on Road Traffic Order and Safety 2024 which stipulates the cases eligible for driver license renewal include:

- Lost driver license;

- Damaged driver license, no longer usable;

- Before the expiration date on the driver license;

- Changing information recorded on the driver license;

- Foreign driver license issued by a competent foreign authority still valid;

- driver license issued by the Ministry of National Defense, Ministry of Public Security when requested or when the license holder no longer performs national defense and security duties.

Furthermore, according to Clause 1, Article 89 of the Law on Road Traffic Order and Safety 2024, driver licenses issued before the effective date of the Law on Road Traffic Order and Safety 2024 shall continue to be used according to the expiry date on the license.

Thus, according to the above regulations, it is not mandatory to renew old driver licenses for new ones, unless it falls under one of the cases mentioned above.

What is the fee for driver license renewal in Vietnam in 2025?

According to Clause 2, Article 3 of Circular 37/2023/TT-BTC (amended by Article 8 Circular 63/2023/TT-BTC) which specifies the fee rates for driver license issuance as follows:

Fee Rates

  1. The fee rates for driver examination; issuance of licenses, certificates for operating different types of vehicles, and registration fees, and license plates for special-use motorcycles are stipulated in the schedule of fees and charges issued alongside this Circular.
  1. In cases where organizations and individuals submit applications for new, reissued, or renewd driver licenses (both national and international) online:

a) From December 1, 2023, to December 31, 2025, the fee rate applied is 115,000 VND per issuance.

b) From January 1, 2026 onwards, the fee rate applied will be according to the schedule of fees and charges issued alongside this Circular.

Thus, in 2025, the fee for exchanging a driver license is set at 115,000 VND per issuance.
