Pursuant to Article 20 of the Law on Road Traffic Order and Safety 2024, the regulations on the use of headlights are as follows:

Light usage

1. Drivers and operators of specialized motorcycles participating in road traffic must turn on the front headlights from 6:00 PM of the previous day to 6:00 AM of the following day, or when there is fog, smoke, dust, rain, or bad weather limiting visibility.

  1. Drivers and operators of specialized motorcycles must switch off high beams and turn on low beams in the following cases:

a) When encountering pedestrians crossing the road;

b) When traveling on road sections through densely populated areas with operating lighting systems;

c) When encountering oncoming vehicles, except where the barrier has glare protection;

d) When turning at intersections.

  1. Drivers and operators of specialized motorcycles, when working on the road, must turn on the yellow warning light.

Additionally, Clause 1 of Article 7 in the Decree 168/2024/ND-CP stipulates:

Penalties, demerit points on the license of motorcycle drivers and operators of vehicles similar to motorcycles and mopeds violating road traffic rules

  1. Fines from VND 200,000 to VND 400,000 for drivers who commit one of the following violations:

...

g) Failing to use headlights from 6:00 PM of the previous day to 6:00 AM of the following day or when there is fog, smoke, dust, rain, or bad weather limiting visibility;

  1. Fines from VND 10,000,000 to VND 14,000,000 for drivers who commit one of the following violations:

...

b) Violating regulations at one of the points, clauses of this Article causing traffic accidents: point a, point d, point đ, point g, point h, point i, point k of clause 1; point c, point đ, point g of clause 2; point b, point e, point g, point h, point k of clause 3; point đ of clause 4; point c, point d of clause 6; point c, point d, point đ of clause 7; point a, point b, point h, point k of clause 9 of this Article.

Thus, drivers and operators of specialized motorcycles participating in road traffic must turn on the front headlights from 6:00 PM of the previous day to 6:00 AM of the following day.

If the driver fails to use headlights during this specified time, they may be fined from VND 200,000 to VND 400,000. Additionally, if this failure results in a traffic accident, the driver may be fined from VND 10,000,000 to VND 14,000,000.

Are motorcycles subject to registration fees in Vietnam?

Pursuant to Article 3 of Decree 10/2022/ND-CP stipulating subjects to registration fees as follows:

Subjects to registration fees

  1. Houses, land.

  2. Hunting rifles; sports rifles.

  3. Ships as stipulated by law on inland waterway and maritime transportation (hereinafter referred to as ships), including barges, canoes, tugboats, push-boats, submarines, submersibles; excluding floating docks, storage tanks, and mobile platforms.

  4. Boats, including yachts.

  5. Aircraft.

6. Two-wheeled motorcycles, three-wheeled motorcycles, mopeds, and other vehicles similar to motorcycles, mopeds that must be registered and have plates issued by competent state authorities (hereinafter collectively referred to as motorcycles).

  1. Automobiles, trailers, or semi-trailers pulled by automobiles, and other vehicles similar to automobiles that must be registered and have plates issued by competent state authorities.

  2. Hulls, chassis assemblies, engine assemblies, engine blocks of assets stipulated in clauses 3, 4, 5, 6, and 7 of this Article replaced and must be registered with competent state agencies.

The Ministry of Finance provides detailed guidance on this Article.

Thus, motorcycles are among those subject to registration fees.

When is the deadline for submitting motorcycle registration fee declaration dossiers in Vietnam?

Pursuant to Article 10 of Decree 126/2020/ND-CP regulating the deadline for submitting registration fee declaration dossiers as follows:

Deadline for submitting tax declaration dossiers of land-related fees, business license fees, registration fees, and other charges according to the law on the management and usage of public assets

Taxpayers comply with the regulations on the deadline for submitting tax declaration dossiers as stipulated in Article 44 of the Law on Tax Management. Regarding the deadline for submitting declaration dossiers on land-related fees, business license fees, registration fees, rights granting fees, and other charges according to the law on management and usage of public assets as regulated in Clause 5 Article 44 of the Law on Tax Management, the deadline is as follows:

  1. Registration fee

The deadline for submitting registration fee declaration dossiers is the same as the deadline for submitting documents for registering the ownership, usage rights of assets with competent state management agencies (including cases implemented under the one-stop-shop mechanism or submitted directly at the tax agency).

Thus, the deadline for submitting motorcycle registration fee declaration dossiers coincides with the deadline for submitting the documents for registering the ownership of the motorcycle.
