What is the time of fireworks display in Hanoi in the 2025 Tet holiday?
On December 23, 2025, the People's Committee of Hanoi City issued Plan 376/KH-UBND for 2024 regarding the organization of Lunar New Year fireworks (Tet Nguyen Dan At Ty) 2025 in the capital Hanoi.
Hanoi will launch fireworks for 2025 Tet holiday from 12:00 AM to 12:15 AM on January 29, 2025 (New Year's Eve). The fireworks display will last for 15 minutes.
Hanoi City will have a total of 31 sites for the fireworks display: 31 locations (including 10 sites for both high-altitude and low-altitude fireworks, and 21 sites for low-altitude fireworks).
Detailed schedule for 2025 Tet holiday fireworks in Hanoi is as follows:
(1) High-altitude fireworks combined with low-altitude fireworks (10 locations).
- Location No. 1: Hoan Kiem District (in front of the headquarters of Hanoi Moi Newspaper).
- Location No. 2: Hoan Kiem District (in front of Hanoi Post Office).
- Location No. 3: Tay Ho District (at Lac Long Quan Flower Garden, in front of the People's Committee of Tay Ho District).
- Location No. 4: Nam Tu Liem District (in the grounds of the F1 racetrack, Phu Do Ward).
- Location No. 5: Hai Ba Trung District (Dua Island, Thong Nhat Park, Le Dai Hanh Ward).
- Location No. 6: Ha Dong District (Van Quan Lake, Van Quan Ward).
- Location No. 7: Son Tay Town (Son Tay Ancient Citadel).
- Location No. 8: Thanh Tri District (the project land of the Regulating Lake, Tam Hiep Commune).
- Location No. 9: Dong Anh District (Dong Anh District sports center).

May fireworks of the Ministry of National Defense of Vietnam be retailed in Vietnam?
Pursuant to Clause 1, Article 5 of Decree 137/2020/ND-CP, the prohibited acts are regulated as follows:
Prohibited Acts
1. Researching, manufacturing, producing, trading, exporting, importing, storing, transporting, using, or appropriating explosive fireworks, except for cases where organizations or enterprises under the Ministry of National Defense are assigned by the Prime Minister to research, produce, import, export, supply, transport, or use explosive fireworks as prescribed in this Decree.
2. Researching, manufacturing, producing, trading, exporting, importing, storing, transporting, and illegally using fireworks and firework-related substances.
3. Illegally bringing fireworks, firework-related substances into or out of the territory of the Socialist Republic of Vietnam or into prohibited areas, protection zones, and defense targets.
4. Exploiting or abusing the use of fireworks to infringe upon national security, social order, safety, personal life, health, and property, as well as the legitimate rights and interests of organizations, individuals.
5. Exchanging, gifting, donating, lending, renting, leasing, mortgaging explosive fireworks or firework-related substances for illegal production of fireworks; transporting, preserving, destroying fireworks in an unsafe manner or affecting the environment.
6. Appropriating, buying, selling, exchanging, gifting, donating, lending, renting, leasing, mortgaging, falsifying, or altering any kind of fireworks permits.
7. Transferring explosive fireworks, firework-related substances to unqualified organizations, individuals as per regulations.
8. Guiding, training, organizing training on illegal fireworks manufacturing, producing, using methods in any form.
9. Intentionally providing false information about the management and preservation of fireworks and firework-related substances; failing to report promptly or concealing or distorting information about loss, accidents, or incidents involving fireworks and firework-related substances.
Additionally, Clause 2, Article 14 of Decree 137/2020/ND-CP stipulates:
Conditions for researching, producing, trading, exporting, importing fireworks and firework substances

2. Fireworks trading must ensure the following conditions:
a) Only organizations or enterprises under the Ministry of National Defense are allowed to trade fireworks and must obtain a Certificate of security and order from the competent police; ensure conditions on fire prevention and fighting, and environmental protection;
b) Warehouses, transportation vehicles, equipment, and tools for firework trading must meet storage, transportation, fire prevention, and fighting requirements;
c) Managers and employees involved in firework trading must be trained in safety techniques;
d) Only fireworks that meet the prescribed technical standards may be traded.

Thus, only organizations or enterprises under the Ministry of National Defense that meet the prescribed conditions are allowed to trade fireworks. Citizens are not permitted to purchase fireworks from the Ministry of National Defense for retail sale, as this is a prohibited act.

Pursuant to Article 3 of the Environmental Protection Tax Law 2010 regarding taxable objects:
Taxable objects
- Gasoline, oil, and lubricants, including:
a) Gasoline, excluding ethanol;
b) Jet fuel;
c) Diesel oil;
d) Kerosene;
đ) Fuel oil;
e) Lubricating oil;
g) Grease.
- Coal, including:
a) Brown coal;
b) Anthracite coal (antracit);
c) Fat coal;
d) Other types of coal.
- Hydro-chloro-fluoro-carbon (HCFC) solution.
- Plastic bags subject to tax.
- Herbicides restricted from use.
- Termite pesticides restricted from use.
- Wood preservatives restricted from use.
- Warehouse disinfectants restricted from use.
- In case of necessity to add other taxable objects to align with different periods, the Standing Committee of the National Assembly shall consider and regulate.
the Government of Vietnam shall detail this Article.
Thus, according to these regulations, fireworks from the Ministry of National Defense are not subject to environmental protection tax.
