c) Not later than December 15 of the preceding year for the tax declaration of fixed tax of business households and individuals paying tax by the fixed method; if the business household or individual is newly operating, the deadline for submitting the fixed tax declaration is not later than 10 days from the start of business.

Based on Article 47 of the Law on Tax Administration 2019, which specifically regulates supplemental tax declarations as follows:
Supplementary tax declarations
- If taxpayers discover errors or omissions in tax declarations already submitted to the tax authorities, they may file supplementary declarations within 10 years from the deadline for submitting the declaration of the erroneous tax period but before tax authorities or competent agencies announce decisions on inspection or examination.
- When tax authorities or competent agencies have announced decisions on tax inspection or audit at the taxpayer's office, taxpayers may still file supplementary declarations; tax authorities impose administrative penalties for tax management violations as stipulated in Articles 142 and 143 of this Law.
- After tax authorities or competent agencies have issued conclusions or decisions on tax handling after inspections or audits at the taxpayer's office, supplementary tax declarations are regulated as follows:
a) Taxpayers may file supplementary declarations to increase payable tax amounts, decrease deductible tax amounts, or decrease tax exemption, reduction, refund amounts, and be subject to administrative penalties for tax management violations as stipulated in Articles 142 and 143 of this Law;
b) If taxpayers discover errors or omissions in tax declarations leading to a decrease in payable tax amounts or an increase in deductible, exempt, reduced, or refundable tax amounts, they shall comply with provisions on tax appeal settlements.
- A supplementary tax declaration dossier includes:
a) Supplementary declaration form;
b) Supplementary explanation and relevant documents.
- For imported and exported goods, supplementary tax declarations are implemented according to customs law.

What are penalties for late submission of PIT declaration for November in Vietnam?
According to Article 13 of Decree 125/2020/ND-CP, regulations on penalties for late submission of tax declarations are as follows:
- A warning is issued for submission of tax declarations 1 to 5 days late with mitigating circumstances.
- A fine ranging from VND 2,000,000 to VND 5,000,000 for submission of tax declarations 1 to 30 days late, excluding cases specified in Clause 1 of this Article.
- A fine ranging from VND 5,000,000 to VND 8,000,000 for submission of tax declarations 31 to 60 days late.
- A fine ranging from VND 8,000,000 to VND 15,000,000 for any of the following actions:
+ Submission of tax declarations 61 to 90 days late;
+ Submission of tax declarations more than 91 days late with no tax payable;
+ Failure to submit tax declarations with no tax payable;
+ Failure to submit tax-related appendices for enterprises with associated transactions as required along with corporate income tax finalization dossiers.
- A fine ranging from VND 15,000,000 to VND 25,000,000 for submission of tax declarations more than 90 days after the due date with payable tax arising, and the taxpayer has fully paid the tax amount and late payment interest into the state budget before tax authorities announce decisions on tax inspections or audits or before tax authorities record violations regarding late submission of tax declarations according to Clause 11, Article 143 of the Law on Tax Administration.
Note: The above penalties apply to organizations. Individual penalties are half the amount imposed on organizations.
