The Minister of the Ministry of Home Affairs of Vietnam issues decisions stipulating the functions, tasks, powers, and organizational structure of the units belonging to the ministry; submits to the Prime Minister of the Government of Vietnam decisions regarding the list of other public service providers belonging to the ministry in accordance with the regulations.

What are the responsibilities and powers of the Ministry of Home Affairs of Vietnam in recruiting and training officials and public employees from March 1, 2025?

According to Clause 9, Article 2 of Decree 25/2025/ND-CP (effective from March 1, 2025), regarding the recruitment and training of officials and public employees and laborers, the Ministry of Home Affairs of Vietnam has the following responsibilities and powers:

- Submit to the Government of Vietnam, the Prime Minister of the Government of Vietnam to promulgate or promulgate within its authority legal documents, topics, projects, strategies, and guidelines for implementing regulations on:

+ Recruiting, arranging, and using officials and public employees according to job positions;

+ Appointing civil servant ranks, professional titles, organizing exams, or considering the promotion of civil servant ranks, changing professional titles of public employees;

+ Assessing and classifying the quality of officials and public employees;

+ Standards for titles;

+ Appointing, re-appointing, transferring, rotating, seconding, resigning, dismissing, disciplining, resigning, and retiring for officials and public employees (except where specialized laws have other provisions);

+ Creating a source of female personnel, female ratio for appointing titles in state agencies and other management contents for officials and public employees according to regulations;

- Submit to the Prime Minister of the Government of Vietnam regarding the structure and number of members of the Government of Vietnam, dismissal, and appointment of members of the Government of Vietnam according to the term of the National Assembly. Appraise the standards, conditions, procedures, and personnel records for leadership and management positions under the authority of the Prime Minister of the Government of Vietnam to decide and approve according to legal regulations;

- Prescribe professional standards and qualifications for civil servant ranks and professional titles of public employees specialized in the management field of the Ministry of Home Affairs of Vietnam;

- Guide the determination of the civil servant rank structure, job positions in state agencies;

- Organize the implementation of entrance quality assurance for civil servants according to legal regulations; develop, guide, and manage the national database on officials and public employees (including both officials and non-professional activists at the commune, village, residential group levels); collect and aggregate national statistical indicators on female staff work; guide the preparation and management of personnel records for officials and public employees; official and public employee cards;

- Develop, promulgate, and manage programs for training knowledge, and state management skills according to civil servant rank standards; training programs according to the leadership and management position requirements; training programs according to the professional public employee title standards specialized in Home Affairs; training programs according to the specialized professional job position requirements of Home Affairs;

- Develop, promulgate, guide, and organize the implementation of training plans for officials and public employees using the state budget within its authority;

- Monitor and summarize the results of training and retraining officials and public employees of the ministries, ministerial-level agencies, agencies under the Government of Vietnam, Vietnam Fatherland Front, central agencies of political-social organizations, Provincial People's Committees.

What is the current tax professional training and retraining regime for Vietnamese tax officials?

Pursuant to Article 4 of the Regulation on Tax Professional Training and retraining for officials and public employees in the tax sector issued together with Decision 2240/QD-TCT in 2010, the tax professional training and retraining regime for tax officials is as follows:

- Train and nurture tax expertise for new officials in the sector, including those in the probationary period and officials transferring from other sectors to the tax sector.

- Nurture tax expertise according to tax official rank standards.

- Train and nurture according to leadership and management position standards.

- Nurture specialized knowledge and skills for each function and each work position (each official in one work position needs to be trained and nurtured according to each program and duration as prescribed).

- Provide training on new policies, policies, and professional procedures.
