What is the List of names for ministries, ministerial-level agencies, Governmental agencies of Vietnam after the merger and downsizing according to Report 219/BC-BNV?
On January 11, 2025, the Ministry of Internal Affairs issued Report 219/BC-BNV concerning the supplementation and completion of the plan for reorganizing and downsizing the organizational structure of the Government of Vietnam.
As for the names of ministries, ministerial-level agencies, and agencies of the Government of Vietnam mentioned in Section 1 of Report 219/BC-BNV are as follows:
(1) Retain the name Ministry of Finance of Vietnam after the merger of the Ministry of Planning and Investment and the Ministry of Finance of Vietnam.
(2) Retain the name Ministry of Internal Affairs after the merger of the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Internal Affairs.
(3) Retain the name Ministry of Construction after the merger of the Ministry of Transport and the Ministry of Construction.
(4) Retain the name Ministry of Science and Technology after the merger of the Ministry of Information and Communications and the Ministry of Science and Technology.
(5) Retain the name Ministry of Culture, Sports and Tourism after assuming the function of state management of the press from the Ministry of Information and Communications.
(6) Establish the Ministry of Ethnic and Religious Affairs based on the Ethnic Committee, adding the functions, tasks, organizational structure of state management of religious affairs from the Ministry of Internal Affairs.
(7) Other ministries and sectors will continue to retain their names as proposed in Report No. 3792-BC/BCSĐCP, dated December 31, 2024, by the Party Committee of the Government of Vietnam, specifically:
- Ministry of Agriculture and Environment,
- Ministry of Foreign Affairs,
- Ministry of Health,
- Ministry of Education and Training,
- Ministry of National Defense,
- Ministry of Public Security,
- Ministry of Justice,
- Ministry of Industry and Trade,

Transfer Certain Functions, Tasks, and Organizational Structure of Which Ministries?
According to Section 2 of Report 219/BC-BNV, adopting the opinions of the Politburo on the transfer of certain functions, tasks, and organizational structures as follows:
(1) Transfer the function, task, and organizational structure of state management of the press from the Ministry of Information and Communications to the Ministry of Culture, Sports and Tourism.
(2) Transfer the function, task, and organizational structure of state management of poverty reduction from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Agriculture and Environment.
(3) Adjust and amend the functions and tasks of the Institute of Strategic and Financial Policy Research excluding the functions and tasks of the Central Economic Management Research Institute (as the Politburo has decided to transfer this Institute to the Central Policy and Strategy Committee).
(4) Terminate the operation of the State Capital Management Committee at enterprises; transfer 18 state-owned enterprises currently managed by the State Capital Management Committee to the Ministry of Finance of Vietnam; transfer Mobifone Corporation to be managed by the Ministry of Public Security (the Party organization of the Corporation will be transferred under the Central Public Security Party Committee).

What are the functions the Ministry of Finance of Vietnam?
Pursuant to Article 1 of Decree 14/2023/ND-CP, the Ministry of Finance of Vietnam is defined as an agency of the Government of Vietnam, executing state management functions concerning:
(1) Finance - budget (including: State budget; state treasury; public debt; taxes; fees, charges, and other revenues of the state budget);
(2) State reserves;
(3) State financial funds;
(4) Financial investment;
(5) Corporate finance;
(6) Financial cooperation and collective economy;
(7) Public assets according to the provisions of the law;
(8) Customs;
(9) Accounting;
(10) Independent auditing;
(11) Pricing;
(12) Securities;
(13) Insurance;
(14) Financial services and other services under the purview of state management of the ministry;
(15) Exercising owner's representative rights for state capital at enterprises within the ministry's jurisdiction as prescribed by law.
What are the tasks of the Ministry of Finance of Vietnam?
Based on Clause 1, Article 15 of the Tax Administration Law 2019, the Ministry of Finance of Vietnam is designated as the primary agency assisting the Government of Vietnam in unified state management of tax administration and has the following duties and powers:
- Issue, within its authority, or submit to competent authorities for issuance, legal documents on tax administration;
- Organize the implementation of tax administration as defined by the Tax Administration Law 2019 and other related legal provisions;
- Organize the development and execution of state budget revenue estimates;
- Organize inspection and audit of the implementation of tax law and related legal provisions;
- Handle legal violations and settle complaints and denunciations related to the implementation of tax law within its authority;
- Organize international cooperation on tax;
- Coordinate with the Ministry of Planning and Investment and other related ministries in guiding the independent appraisal of the value of machinery, equipment, and technology lines as prescribed.
