To be specific, Plan 140/KH-BCDTKNQ18 outlines the orientation for the ministries under the Government of Vietnam as follows:
- For Party Committees and Party Organizations, terminate the operation of the Party Affairs Committee of the Government of Vietnam, establish the Communist Party of the Government of Vietnam directly under the central government, comprising Party Organizations within ministries, departments, agencies belonging to the Government of Vietnam, and certain Party Committees within state-owned corporations, state banks (except for the Communist Party of the Army and the Communist Party of the Police directly under the Central Committee remain unchanged); a dedicated advisory body is established at the Government Agency of Vietnam. The Communist Party Committee of the Government of Vietnam includes: the Executive Committee, the Standing Committee, Secretary, Deputy Secretary of the Party Committee; the Standing Committee of the Party Committee includes the Prime Minister of the Government of Vietnam as Secretary, Deputy Prime Ministers of the Government of Vietnam, some Government members and possibly 1 dedicated Deputy Secretary; the Politburo appoints personnel for the Executive Committee, Standing Committee of the Party Committee; regulates the Standing Committee's functions and duties similar to those of the current Party Affairs Committee of the Government of Vietnam.

To conduct overall financial market coordination and supervision (including: securities, insurance, banking) under the condition that specialized laws currently entrust specialized regulatory functions to ministries and central authorities (Ministry of Finance supervises the securities and insurance markets; State Bank of Vietnam supervises banking activities), it is necessary to establish an inter-ministerial coordination body led by the leadership of the Government of Vietnam to direct coordinated supervision of the financial market.
- Arrange 2 Scientific Academies and 2 National Universities to ensure effectiveness and promote research and training tasks.
For the 2 Scientific Academies: Option 1: Merge the Vietnam Academy of Social Sciences with the Vietnam Academy of Science and Technology into the Vietnam Academy of Sciences; Option 2: Maintain the 2 Scientific Academies but rearrange, streamline the organizational apparatus and disciplines, ensuring the improvement of activity quality and effectiveness, meeting the demands of the Vietnam Science and Technology Development Strategy.

- Transfer the Management Board of Ho Chi Minh Mausoleum into the organizational structure of the Ministry of National Defense. As per Decree No. 61/2022/ND-CP of the Government of Vietnam prescribing the functions, tasks, powers, and organizational structure of the Management Board of Ho Chi Minh Mausoleum, the head of the Management Board is the Commander of the Ho Chi Minh Mausoleum Protection Command. Transferring this Management Board to direct management by the Ministry of National Defense presents favorable factors. However, it is necessary to perfect the functions, tasks, and powers of the Management Board to enhance management efficiency, effectively exploit the values of the Ho Chi Minh Mausoleum relic site, serve international and domestic visitors, strengthen international cooperation, and effectively preserve and protect President Ho Chi Minh's body.
- Structure Vietnam Social Security into the Ministry of Finance and Development Investment or the Ministry of Economic Development. Merging Vietnam Social Security into the Ministry of Finance and Development Investment or the Ministry of Economic Development (reorganizing into an independent focal unit under the Ministry of Finance and Development Investment or the Ministry of Economic Development). Implementing this plan, it basically leaves Vietnam Social Security with the ability to perform its functions and tasks independently, as currently practiced; concurrently, it creates a favorable condition for the Insurance Management Council (currently chaired by the Minister of Finance) to effectively direct the management of social insurance funds, unemployment insurance, and health insurance (streamlines one focal point under the Government of Vietnam).

What tasks does the Ministry of Finance of Vietnam undertake in tax, fee, and charge management?
Based on Clause 6, Article 2 of Decree 14/2023/ND-CP, the tasks of the Ministry of Finance in managing taxes, fees, and charges are as follows:
- Unify management, direct, and inspect the organization of tax, fee, and charge collection work, and other revenue of the state budget in accordance with the law for tax agencies, customs, and other agencies entrusted by the state to collect fees, charges, or other revenues of the state budget;
- Preside, cooperate with relevant agencies to develop, submit to competent authorities for issuance, guide, and inspect the implementation of legal documents on taxes, fees, charges, land levy, money for leasing land, water surface, rent, and sale of state-owned houses, registration fees, and other revenues of the state budget as stipulated by law;
- Decide or submit to the Prime Minister of the Government of Vietnam for decision on tax exemption, tax reduction, tax refund, tax recovery, tax debt write-off, fines, and other revenues of the state budget or abolish other forms of penalties for legal violations on taxes as prescribed by law and issues arising during the implementation of bilateral or multilateral international agreements on taxes;
- Issue regulations on procedures and professional processes of tax, fee, and charge collection and payment, and other revenues of the state budget as prescribed by law; guide procedures: Tax declaration, tax calculation, tax payment, issuance of tax collection orders, and other related professional procedures;
- Inspect and monitor sources of state budget revenue, compliance with legal provisions on state budget collection and payment, and handle in accordance with authority violations of law on taxes, fees, charges, and other revenues of the state budget as prescribed by law;
- Assess the alignment of tax, fee, charge, and other state budget revenue policies with other current mechanisms and policies, and the socio-economic situation in each period to modify, amend, or supplement according to authority, or recommend competent authorities to promptly adjust, amend, or supplement.
What are functions of the Ministry of Finance of Vietnam?
Based on Article 1 of Decree 14/2023/ND-CP, the Ministry of Finance is defined as a governmental agency of the Government of Vietnam, performing state management functions regarding:
- Finance - budget (including: state budget; state treasury; public debt; taxes; fees, charges, and other state budget revenue; state reserves; state financial funds; financial investment; corporate finance; cooperative and collective economic finance; public assets as provided by law);
- Customs;
- Accounting;
- Independent auditing; pricing;
- Securities; insurance;
- Financial services and other services under the state management scope of the ministry;
- Performing the role of representing state-held capital in enterprises affiliated with the ministry as stipulated by law.
