According to Article 5 of Circular 60/2023/TT-BTC, the fee rates for issuing registration certificates and license plates for motor vehicles are regulated as follows:

What is the time limit for vehicle license plate replacements in Vietnam?
Based on Clause 1, Article 7 of Circular 24/2023/TT-BCA, the deadline for resolving vehicle registration procedures is stipulated as follows:
Deadline for resolving vehicle registration
1. Issuance of vehicle registration certificate: Not exceeding 02 working days from the date of receiving a complete and valid dossier, except in cases where re-issuance requires verification as specified in Clause 2 of this Article.
2. The verification period for lost registration certificates when resolving re-issuance procedures is 30 days; this verification period is not included in the time limit for re-issuing registration certificates as per Clause 1 of this Article.
3. Initial issuance of identification license plates: Issued immediately after receiving a complete and valid registration dossier.
4. Replacement of license plates, re-issuance of license plates, issuance of auctioned license plates, re-issuance of identification license plates: Not exceeding 07 working days from the date of receiving a complete and valid dossier.
5. Issuance of temporary vehicle registration, issuance of registration cancellation certificate, license plate:
a) For services performed entirely online via the public service portal: After the applicant completes the temporary registration form or registration cancellation form, pays the prescribed fee (for temporary registration cases), the vehicle registration authority checks the dossier for validity, and returns the administrative procedure results within 08 working hours from the receipt of the dossier from the public service portal;
b) For partially online services: 01 working day (for temporary registration cases); not exceeding 02 working days from the date of receiving a complete and valid dossier (for issuance of registration cancellation certificate, license plate).
6. The result delivery time for vehicle registration according to Clause 1, Clause 3, Clause 4, Clause 5 of this Article is calculated from the date of receiving a complete and valid dossier and the registration system has received confirmation of registration fee payment completion from the public service portal.
Thus, the time limit for license plate replacements is not more than 07 working days from the date of receiving a complete and valid dossier.
What are the responsibilities of the vehicle registration authority regarding license plate replacements in Vietnam?
Pursuant to Clause 6, Article 4 of Circular 24/2023/TT-BCA, the responsibilities of the vehicle registration authority are regulated as follows:

The Traffic Police Department of the Ministry of Public Security manages the registration of vehicles belonging to agencies and organizations specified in Appendix 01 issued with this Circular; vehicles of diplomatic representative agencies, international organizations in Vietnam, and vehicles of foreigners working in such agencies.

The vehicle registration authority is responsible for ensuring physical infrastructure, arranging convenient locations for receiving, processing registration dossiers, and prioritizing the handling of online public service vehicle registration procedures. The registration location must have a guidance diagram, public visiting schedule, nameplate of registration officers, seating and parking areas, a suggestion box, and publicly post all vehicle registration procedures, fees, violations, and penalty forms regarding vehicle registration.
Thus, according to the above regulations, the vehicle registration authority has responsibilities in the registration and replacement of vehicle license plates as follows: ensuring physical infrastructure, arranging convenient locations for receiving and processing dossiers and vehicle registration procedures, prioritizing the receipt and resolution of vehicle registration procedures via the public service portal. The registration venue must have a guidance diagram, a public visiting schedule, a clear nameplate for the registration officer, seating, parking options, a suggestion box, and publicly display the rules regarding vehicle registration procedures, registration fees, violations, and applicable penalties related to vehicle registration.
