What is the fireworks schedule for New Year's Eve 2025 in Ho Chi Minh City?
According to the New Year 2025 celebration plan issued by the Ho Chi Minh City People's Committee, the fireworks display for New Year's Eve 2025 is expected to take place from 12:00 AM to 12:15 AM on January 1, 2025, at the following two locations:
- The high-altitude fireworks site is located at the beginning of the Saigon River Tunnel (Mai Chi Tho Street, Thu Duc City).
- The low-altitude fireworks site is set at Dam Sen Cultural Park (No. 3, Hoa Binh Street, Ward 3, District 11).
Moreover, according to the New Year 2025 celebration plan of the Ho Chi Minh City People's Committee, there will be a countdown program on the night of December 31, 2024, at the following venues: Nguyen Hue Walking Street (District 1), Bach Dang Wharf Park, the Saigon River floating logo area.

Are fireworks subject to environmental protection tax in Vietnam?
Pursuant to Article 3 of the Environmental Protection Tax Law 2010, the subjects subject to the environmental protection tax are as follows:
Tax Subjects
- Petrol, oil, grease, including:
a) Petrol, except ethanol;
b) Jet fuel;
c) Diesel oil;
d) Kerosene;
đ) Mazut oil;
e) Lubricating oil;
g) Lubricating grease.
- Coal, including:
a) Lignite;
b) Anthracite coal;
c) Coking coal;
d) Other coal.
- Hydro-chloro-fluoro-carbon (HCFC) solution.
- Plastic bags subject to tax.
- Pesticides restricted for use.
- Termite pesticides restricted for use.
- Forestry product preservatives restricted for use.
- Warehouse disinfectants restricted for use.
- If it is deemed necessary to supplement tax subjects to suit each period, the Standing Committee of the National Assembly shall consider and stipulate.
The Government of Vietnam stipulates the details of this Article.
From the above regulation, it can be seen that fireworks are not subject to the environmental protection tax.
What are cases in which fireworks are allowed in Vietnam?
Pursuant to Article 11 of Decree 137/2020/ND-CP (amended and supplemented by Clause 2, Article 3 of Decree 56/2023/ND-CP), the cases of organizing fireworks displays are as follows:
Cases in which fireworks are allowed
- Lunar New Year (Tet)
a) Centrally-run cities and Thua Thien Hue are allowed to shoot high and low-altitude fireworks for a duration not exceeding 15 minutes; other provinces are allowed to shoot low-altitude fireworks for a duration not exceeding 15 minutes;
b) Shooting time is at the moment of the Lunar New Year’s Eve.
- Hung Kings' Commemoration Day
a) Phu Tho province is allowed to shoot low-altitude fireworks with a duration not exceeding 15 minutes. The shooting location is at Hung Temple;
b) Shooting time is at 9:00 PM on the 9th of March in the lunar calendar.
- National Day
a) Centrally-run cities and Thua Thien Hue are allowed to shoot high and low-altitude fireworks for a duration not exceeding 15 minutes; other provinces are allowed to shoot low-altitude fireworks for a duration not exceeding 15 minutes;
b) Shooting time is at 9:00 PM on September 2.
- Dien Bien Phu Victory Day
a) Dien Bien province is allowed to shoot low-altitude fireworks with a duration not exceeding 15 minutes at Dien Bien Phu City;
b) Shooting time is at 9:00 PM on May 7.
- Victory Day (April 30 in the solar calendar)
a) Hanoi and Ho Chi Minh City are allowed to shoot high and low-altitude fireworks for a duration not exceeding 15 minutes;
b) Shooting time is at 9:00 PM on April 30.
- Anniversaries of liberation or establishment of centrally-run cities or provinces
a) Centrally-run cities and Thua Thien Hue are allowed to shoot high and low-altitude fireworks for a duration not exceeding 15 minutes; other provinces are allowed to shoot low-altitude fireworks for a duration not exceeding 15 minutes;
b) Shooting time is at 9:00 PM on the liberation or establishment anniversary of centrally-run cities and provinces.
- National, international cultural, tourism, sports events.
- Other cases decided by the Ministry of Culture, Sports and Tourism after obtaining written concurrence with the Ministry of Public Security and the Ministry of National Defense.
Thus, fireworks are organized in the following cases:
(i) Lunar New Year (Tet)
- Centrally-run cities and Thua Thien Hue: High and low-altitude displays.
- Other provinces: Low-altitude displays.
- Time: Maximum of 15 minutes at Lunar New Year’s Eve.
(ii) Hung Kings' Commemoration Day (March 9 in the lunar calendar)
- Phu Tho: Low-altitude at Hung Temple.
- Time: Maximum of 15 minutes, at 9:00 PM.
(iii) National Day (September 2)
- Centrally-run cities and Thua Thien Hue: High and low-altitude displays.
- Other provinces: Low-altitude displays.
- Time: Maximum of 15 minutes, at 9:00 PM.
(iv) Dien Bien Phu Victory Day (May 7)
- Dien Bien Province: Low-altitude at Dien Bien Phu City.
- Time: Maximum of 15 minutes, at 9:00 PM.
(v) Victory Day (April 30)

- Time: Maximum of 15 minutes, at 9:00 PM.
