The electricity transmission price in 2024 is 83.07 VND/kWh (excluding value-added tax)
Simultaneously, Article 4 of Decision 3420/QD-BCT in 2024 stipulates the effective period of the electricity transmission price as follows:
The effective period of the electricity transmission price mentioned in Article 1 of this Decision: from January 1, 2024, to December 31, 2024.
From the two above provisions, it can be observed that the electricity transmission price in 2024 is 83.07 VND/kWh, this price does not include value-added tax, and the effective period for the electricity transmission price is from January 1, 2024, to December 31, 2024.

What are the rights and obligations of the electricity transmission entity in Vietnam from February 1, 2025?
Based on Article 60 of the Law on Electricity 2024 (effective from February 1, 2025), the electricity transmission entity has the following rights and obligations:
- The electricity transmission entity has the following rights:
+ To connect to the national electricity system when meeting the conditions and technical requirements;
+ To request the competent state authorities to amend or supplement technical standards and economic-technical norms involved;
+ To establish and submit the electricity transmission service price for approval;
+ To provide electricity transmission services as stipulated;
+ To be provided with necessary information related to electricity transmission activities;
+ To enter the management area of the electricity buyer to perform operations, maintenance, repair, and new replacement of electrical equipment of the electricity transmission entity;
+ Other rights as stipulated by this Law and other relevant legal regulations.
- The electricity transmission entity has the following obligations:
+ To ensure the provision of transmission services and auxiliary services to related parties, and the connection rights of organizations and individuals engaging in electricity activities to the transmission grid under their management, except in cases where the transmission grid is overloaded, as confirmed by the Ministry of Industry and Trade;
+ In case of any threat to human life and the safety of equipment, to stop or request the dispatch authority to reduce the transmission capacity if no alternative solution is available;
+ To create a development investment plan for the transmission grid and implement the electrical transmission grid investment development to meet transmission needs according to the power development planning, enforce the power development planning execution plan; invest in electricity metering devices and auxiliary equipment, except where agreed otherwise with the electricity generation entity or electricity distribution entity or the electricity user;
+ To ensure the electrical grid and equipment under their management and operation are safe, stable, and reliable;
+ To comply with regulations on dispatching, operating the electrical system, electrical safety, and the electricity market;
+ To comply with operational methods, command, and control orders from the dispatch authority with power;
+ To immediately inform the responsible dispatch authority and related organizations and individuals if any incident occurs with the transmission grid;
+ To report information related to equipment readiness, reserve capacity, and other related information as requested by the national electrical system operation entity, the electricity market transaction operation entity, or the competent state authority;
+ Other obligations according to this Law and other relevant legal provisions.
What are regulations on energy saving in electricity transmission in Vietnam from February 1, 2025?
Based on Clause 2, Article 55 of the Law on Electricity 2024 (effective from February 1, 2025), it is stipulated:
Energy saving in electricity generation, transmission, distribution, and usage
- Energy saving in electricity generation is stipulated as follows:
a) The electricity generation entity is responsible for selecting and applying advanced, environmentally friendly electricity generation technologies with high efficiency, managing, and implementing optimal operation methods for electricity-generating equipment to save fuel and energy sources used for electricity generation, contributing to ensuring national energy security and environmental protection;
b) The self-consumed electricity system in the generating plant must be designed and installed reasonably and should be used in the operation process according to self-consumed electricity saving requirements;
c) The Minister of Industry and Trade stipulates the self-consumed electricity consumption norms for various types of power plants.
- Energy saving in electricity transmission, distribution is stipulated as follows: the transmission and distribution lines and electrical stations must ensure advanced economic-technical parameters and standards, operated in an optimal manner to meet the requirements of stable, safe, and continuous electricity supply while considering the economic effectiveness of solutions to reduce electricity loss.

Thus, according to the above regulations, energy-saving in electricity transmission is stipulated as follows: the transmission and distribution lines and substations must ensure advanced economic-technical parameters and standards, operated in an optimal way to meet the requirements of stable, safe, continuous electricity supply, while considering the economic efficiency of solutions to reduce electricity loss.
