According to Clause 5, Article 8 of Decree 10/2022/ND-CP, the automobile registration tax (registration fee) is as follows:

- For cars, trailers, or semi-trailers towed by cars, and vehicles similar to cars: The fee is 2%.

However:

- Cars carrying up to 09 passengers (including pick-up cars): pay a first-time registration fee of 10%. If a higher rate is necessary to align with the actual conditions in each locality, the People's Council of the province or centrally-run city can decide to increase it but not more than 50% of the general rate stipulated by Decree 10/2022/ND-CP.

- Pick-up trucks carrying goods with a permissible load of less than 950 kg and with up to 5 seats, and VAN trucks with a permissible load of less than 950 kg pay the first-time registration fee at 60% of the first-time registration fee for cars carrying up to 09 passengers.

- Battery-electric cars:+ Within 3 years from the effective date of this Decree: the first-time registration fee is 0%.+ For the next 2 years: the first-time registration fee is 50% of the rate applied to gasoline or diesel cars with the same number of seats.

- The types of cars specified in points a, b, c of Clause 5, Article 8 of Decree 10/2022/ND-CP: the second and subsequent registration fees will be 2% and uniformly applied nationwide.

Based on the type of vehicle listed in the Certificate of Technical Safety and Environmental Protection issued by the Vietnamese registration authority, the tax authority will determine the registration fee rate for cars, trailers, or semi-trailers towed by cars, and vehicles similar to cars according to the above regulations.

According to Article 11 of Decree 10/2022/ND-CP stipulates as follows:

Declaring and paying the registration fee

1. Organizations and individuals declare and pay the registration fee according to the provisions of the law on tax management when registering property ownership and usage rights with competent state agencies.

2. Electronic data from registration fee payment through the State Treasury, commercial banks, or intermediary payment service providers are digitally signed by the General Department of Taxation and provided to the National Public Service Portal, which is as valid as paper documents for related state agencies that have connected to the National Public Service Portal to access and utilize the data for administrative procedures related to property ownership and usage registration.

Therefore, organizations and individuals declare and pay the registration fee according to the provisions of the law on tax management when registering property ownership and usage rights with competent state agencies.

When was the most recent reduction in automobile registration fee in Vietnam?

According to Decree 41/2023/ND-CP, which stipulates the registration fee rate for cars, trailers, or semi-trailers towed by cars, and vehicles similar to cars produced or assembled domestically.

Specifically, Article 1 of Decree 41/2023/ND-CP clearly stipulates the reduction of the first-time registration fee for cars, trailers or semi-trailers towed by cars, and vehicles similar to cars produced or assembled domestically:

1. From the effective date of this Decree until the end of December 31, 2023: The first-time registration fee rate is 50% of the rate stipulated in Decree 10/2022/ND-CP dated January 15, 2022 of the Government of Vietnam regarding registration fees; existing resolutions of the People’s Council or existing decisions of the People's Committee of provinces and centrally-run cities regarding local registration fee rates and revised, supplemented, or replacement documents if any.

2. From January 1, 2024 onward: The first-time registration fee rate will continue to follow the provisions in Decree 10/2022/ND-CP dated January 15, 2022, of the Government of Vietnam regarding registration fees; existing resolutions of the People's Council or existing decisions of the People's Committee of provinces and centrally-run cities regarding local registration fee rates and revised, supplemented, or replacement documents if any.

The most recent reduction in automobile registration fee was in 2023, applied from July 1, 2023, to the end of December 31, 2023.

From January 1, 2024, the first-time registration fee rate for cars, trailers, or semi-trailers towed by cars, and vehicles similar to cars produced or assembled domestically will be applied according to Decree 10/2022/ND-CP (if there are no subsequent documents to continue the reduction in automobile registration fee).
