Based on sub-item 2, Section 4 of Guidance 56-HD/VPTW 2015, the regulation is as follows:
IV- LEVEL OF AWARDS ACCOMPANIED BY COMMEMORATIVE MEDALS AND PARTY BADGES FOR PARTY MEMBERS
1- Level of awards accompanied by commemorative medals
Individuals awarded commemorative medals of sectors by central agencies will receive certificates and monetary bonuss equivalent to 0.6 times the statutory pay rate.
2- bonus levels accompanied by Communist Party Badges
- 30-year Communist Party Badge: bonus equivalent to 1.5 times the statutory pay rate.
- 40-year Communist Party Badge: bonus equivalent to 2.0 times the statutory pay rate.
- Badge for 50 Year Membership of the Communist Party of Vietnam: bonus equivalent to 3.0 times the statutory pay rate.
- 55-year Communist Party Badge: bonus equivalent to 3.5 times the statutory pay rate.
- 60-year Communist Party Badge: bonus equivalent to 5.0 times the statutory pay rate.
- 65-year Communist Party Badge: bonus equivalent to 6.0 times the statutory pay rate.
- 70-year Communist Party Badge: bonus equivalent to 8.0 times the statutory pay rate.
- 75-year Communist Party Badge: bonus equivalent to 10.0 times the statutory pay rate.
- 80-year Communist Party Badge: bonus equivalent to 15.0 times the statutory pay rate.

According to Resolution 159/2024/QH15, the National Assembly has agreed not to increase wages in the public sector, pensions, social insurance benefits, monthly allowances, and preferential allowances for individuals with meritorious services in 2025. Therefore, the statutory pay rate in 2025 will remain at 2.34 million VND/month as regulated in Decree 73/2024/ND-CP.
Thus, the calculation formula for the monetary bonus for the Badge for 50 Year Membership of the Communist Party of Vietnam in 2025 is as follows:
bonus for the Badge for 50 Year Membership of the Communist Party of Vietnam = 3 x 2.34 million VND (statutory pay rate)

e.1) Monetary bonuss accompanied by titles conferred by the State, including bonuss accompanied by emulation titles, forms of commendation as prescribed by emulation and commendation laws, specifically:
e.1.1) bonuss accompanied by emulation titles such as National Emulation Soldier; Emulation Soldier of the Ministry, sector, central agencies, province, city under central authority; Basic Emulation Soldier, Advanced Worker, Advanced Soldier.
e.1.2) bonuss accompanied by forms of commendation.
e.1.3) bonuss accompanied by titles conferred by the State.
e.1.4) bonuss accompanied by prizes awarded by Associations, organizations affiliated with political organizations, socio-political organizations, social organizations, socio-professional organizations of the Central and local, in accordance with the regulations of those organizations and the Law on Emulation and Commendation.
e.1.5) bonuss accompanied by Ho Chi Minh Prize, State Prize.
e.1.6) bonuss accompanied by Commemorative Medals, Badges.

The authority to make commendation decisions, the level of awards accompanied by emulation titles, commendation forms mentioned above must comply with the provisions of the Law on Emulation and Commendation.
e.2) bonuss accompanied by national or international prizes recognized by the Vietnamese State.
e.3) bonuss for technical innovations, patents, inventions recognized by competent State agencies.
e.4) bonuss for the detection and reporting of legal violations to competent State agencies.

Thus, the bonus for the Badge for 50 Year Membership of the Communist Party of Vietnam in 2025 is not subject to personal income tax.
What are regulations on commendation forms in Vietnam?
Pursuant to Article 8 of the Law on Emulation and Commendation 2022, there are 06 types of commendation forms as follows:
(1) Merit commendation is for individuals and collectives with regular outstanding achievements in national construction and defense.
(2) Sudden commendation is promptly awarded to individuals, collectives, and families achieving extraordinary exceptional achievements.
(3) Commendation for emulation movements is awarded to individuals, collectives, and families with outstanding achievements in emulation movements initiated and directed by competent authority within a specific period or for thematic emulation serving the political tasks of the Communist Party and the State.
(4) Commendation for the process of dedication is for individuals with long-term participation in revolutionary stages or in national construction and defense, holding leadership and management positions in state agencies, public service providers, political organizations, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations entrusted by the Communist Party and the State, having significant contributions to the revolutionary cause of the Communist Party and the nation.
(5) Tenure commendation is for individuals in the People’s Army and People’s Police with achievements and working process in the armed forces.
(6) Foreign commendation is for Vietnamese individuals and collectives residing abroad; and foreign individuals and collectives with contributions to the construction and defense of Vietnam.
