What is a yellow license plate in Vietnam?
Currently, there is no formal regulation defining what a yellow license plate is, but it can be understood that a yellow license plate is a term commonly used by the public to refer to a license plate with a yellow background and black letters and numbers (vehicles operational in commercial transport by car) as stipulated in Circular 24/2023/TT-BCA.

đ) Car license plates with a yellow background and black letters and numbers are issued for vehicles operating in commercial transport by car, utilizing one of the following 20 letters in sequence: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z;
e) Car and motorbike license plates with a yellow background, red letters and numbers, containing the local registration code and two abbreviation letters of the economic zone as prescribed by the Government of Vietnam;
g) Certain cases have special series codes, including:
License plates with code "CD" issued for special-use cars, including special-use motorcycles of the People's Police used for security purposes;
License plates with code "KT" issued for military enterprise vehicles, as requested by the Department of Vehicles and Machinery;
License plates with code "RM" issued for trailers, semi-trailers;
License plates with code "MK" issued for tractors;
License plates with code "TD" issued for vehicles manufactured or assembled domestically, with pilot implementation permission from the Prime Minister of the Government of Vietnam, including four-wheeled motorized passenger vehicles and four-wheeled motorized cargo vehicles;
License plates with code "HC" issued for cars with restricted operational scope;
Vehicles with a similar structure to a specific vehicle type will be issued a registration plate for that vehicle type.
The color of the license plates for the series is implemented according to the provisions at point a, point c, clause 5 of this Article.

What is the registration fee for vehicles with yellow license plates in Vietnam?
Based on clause 5, Article 8 of Decree 10/2022/ND-CP which provides the registration fee rates for vehicles in general, and vehicles with yellow license plates in particular, as follows:
The registration fee rate for cars, trailers, or semi-trailers drawn by cars, and similar vehicles to cars is 2%, except for the following cases:
- Passenger cars with up to 09 seats (including pick-up trucks): first registration fee at a rate of 10%. In cases where a higher fee rate is needed to suit the actual conditions of each locality, the People's Council of the province or centrally-run city may decide to increase the rate, but not exceeding 50% of the general stipulation of 10%.
- Pick-up trucks with a maximum permissible load for traffic below 950 kg and seating capacity of up to 5 places, VAN trucks with a maximum permissible load for traffic below 950 kg, first registration fee at 60% of the first registration fee rate for passenger cars with up to 09 seats.
- Battery electric cars:
+ Within 3 years from the effective date of this Decree: first registration fee at 0%.
+ In the subsequent 2 years: first registration fee at 50% of the rate applicable to gasoline and diesel vehicles with the same number of seats.
+ Vehicles specified at point a, point b, point c clause 5, Article 8 of Decree 10/2022/ND-CP: second and further registration fees with a rate of 2%, applied uniformly nationwide.
Additionally, based on the type of vehicle recorded in the Certificate of Quality Safety Technical and Environmental Protection issued by the Vietnam Registry, the tax agency determines the registration fee rate for cars, trailers, or semi-trailers drawn by cars, and similar vehicles to cars.
Who is responsible for paying the registration fee for vehicles with yellow license plates in Vietnam?
According to Article 4 of Decree 10/2022/ND-CP on entities responsible for paying the registration fee:

Organizations, individuals possessing properties subject to registration fees as stipulated in Article 3 of this Decree must pay the registration fee when registering ownership, usage rights with competent state authorities, excluding cases exempt from registration fees under Article 10 of this Decree.
Thus, the entities responsible for paying the registration fee for vehicles with yellow license plates are organizations or individuals owning cars with yellow license plates, and they must pay the registration fee when registering ownership and usage rights with competent state authorities.
