A referendum is an event organized by the State in which voters nationwide directly vote to decide on important national issues, as stipulated in Clause 1, Article 3 of the Law on Referendum 2015.
Who has the right to cast a referendum vote in Vietnam?
Individuals eligible to cast a referendum vote are Vietnamese citizens who are eighteen years and older as of the day of the referendum. They have the right to vote when the State holds a referendum according to Article 5 of the Law on Referendum 2015, except in the following cases:
- Individuals sentenced to death awaiting execution, those serving prison sentences without suspended sentences, and those declared by the court to lack civil act capacity are not registered in the voters’ list.
- Those already listed as voters who, by the start of voting, have been sentenced to death, must serve prison sentences without suspended sentences, or have been declared by the court to lack civil act capacity, will have their names removed from the voter list, and their voting cards will be revoked by the People's Committee at the commune level.

Is spreading false information about Decree 168 on traffic subject to administrative penalty in Vietnam?
Spreading false information regarding Decree 168 on traffic constitutes a legal violation and is subject to punishment.
Based on Clause 1, Article 101 of Decree 15/2020/ND-CP (amended by Clause 37, Article 1 of Decree 14/2022/ND-CP) as follows:
Violations of regulations on the responsibility of using social networking services; setting up websites through social networks
1. Fines ranging from VND 10,000,000 to VND 20,000,000 for taking advantage of social networks to perform one of the following acts:
a) Providing, sharing fake information, false information, distorting, defaming, insulting the prestige of organizations, the honor and dignity of individuals;
b) Providing, sharing information promoting feudal customs, superstitions, depravity, not in line with national customs;
c) Providing, sharing information describing in detail brutal acts of murder, accidents, horror, or gruesome stories;
d) Providing, sharing fabricated information causing confusion, inciting violence, crime, social evils, gambling or serving gambling;
e) Providing, sharing journalistic, literary, artistic works, publications without the consent of the intellectual property rights holder or not permitted for circulation or banned;
g) Providing, sharing images of Vietnam’s map without depicting or inaccurately depicting national sovereignty;
h) Providing, sharing links to prohibited content on the network.

Thus, actions spreading false information about the abolition of Decree 168 related to traffic penalties may be subjected to fines ranging from VND 10,000,000 to VND 20,000,000.
Additionally, there is an enforcement measure of forcing the removal of the false information as per regulations (Clause 3, Article 101 of Decree 15/2020/ND-CP).
Note: The above fines apply to organizations, while fines for individuals are half the penalty for organizations (Clause 3, Article 4 of Decree 15/2020/ND-CP).
Is registration fee required for motorcycles in Vietnam?
Pursuant to Article 3 of Decree 10/2022/ND-CP, the subjects subject to registration fee are specifically regulated as follows:
Subjects liable for registration fee
1. Houses, land.
2. Hunting guns; guns for sports practice and contests.
3. Vessels according to legal regulations on inland waterway traffic and maritime law (hereinafter referred to as watercraft), including barges, speed boats, towing vessels, pushing vessels, submarines, underwater vessels; excluding floating docks, floating storage and movable platforms.
4. Boats, including yachts.
5. Aircraft.
6. Two-wheeled motorcycles, three-wheeled motorcycles, mopeds, types of vehicles similar to motorcycles and mopeds must be registered and carry a number plate issued by a competent state authority (collectively referred to as motorcycles).
7. Automobiles, trailers or semi-trailers pulled by automobiles, types of vehicles similar to cars must be registered and carry a number plate issued by a competent state authority.
8. Shells, complete frame units, complete engine units, engine blocks of the assets defined in clause 3, clause 4, clause 5, clause 6, and clause 7 of this Article that are replaced and must be registered with a competent state authority.
The Ministry of Finance shall detail this Article.
Thus, motorcycles are among the subjects required to pay a registration fee.
