According to Clause 7, Article 3 of Decree 10/2022/ND-CP, the subjects to registration fees are specifically regulated as follows:
Subjects to Registration Fees
1. Houses, land.
2. Hunting guns; guns used for training, sports competitions.
3. Ships as stipulated by the law on inland waterway traffic and maritime law (hereinafter referred to as waterway vessels), including barges, motorboats, tugboats, push boats, submersibles, submarines; excluding floating docks, storage tanks, and mobile platforms.
4. Boats, including yachts.
5. Aircraft.
6. Two-wheeled motorbikes, three-wheeled motorbikes, mopeds, and similar vehicles that must be registered and issued numbers by a competent state agency (hereinafter collectively referred to as motorbikes).
7. cars, trailers, or semi-trailers drawn by cars, and vehicles similar to cars that must be registered and issued numbers by a competent state agency.

What is the rate of the registration fee for cars in Vietnam?
Based on Clause 5, Article 8 of Decree 10/2022/ND-CP, the registration fee rate for cars, trailers, and semi-trailers drawn by cars, and vehicles similar to cars will be 2%, except for the following cases:
(1) Passenger cars with up to 9 seats (including pick-up cars): pay the first-time registration fee at the rate of 10%.
In case a higher fee rate is required to suit the actual conditions of each locality, the People's Council of the province or city under central authority decides to adjust it upward, but no more than 50% of the general prescribed rate (the general prescribed rate is 10%).
(2) Pick-up trucks carrying cargo with permissible payloads under 950 kg and with up to 5 seats, VAN trucks with permissible payloads under 950 kg; pay the first-time registration fee at the rate of 60% of the first-time registration fee for passenger cars with up to 9 seats.
(3) Battery-powered electric cars:
+ Within 3 years from the effective date of Decree 10/2022/ND-CP: pay the first-time registration fee at a rate of 0%.
+ For the next 2 years: pay the first-time registration fee at 50% of the rate for gasoline, diesel cars with the same seating capacity.
Note: Types of cars specified in (1), (2), and (3): pay the second and subsequent registration fees at a rate of 2%, applied uniformly nationwide.
Based on the type of vehicle recorded in the Certificate of Technical Safety and Environmental Protection issued by the Vietnam Registry, the tax authority determines the registration fee rate for cars, trailers, or semi-trailers drawn by cars, and vehicles similar to cars in accordance with the above regulation.
