What are the current rates of charges for reissuance of an Identity Card in Vietnam?
Based on Article 4 of Circular 73/2024/TT-BTC, the specific rates of charges for reissuance of an Identity Card are regulated as follows:
[1] Fee of 30,000 VND per identity card
For converting from a citizen's identity card to an identity card as stipulated in Clause 3, Article 21 of Decree 70/2024/ND-CP.
[2] Fee of 50,000 VND per identity card:
- Vietnamese citizens who have been issued an identity card must proceed with card renewal at the ages of 14, 25, 40, and 60.
- Change or correction of information regarding surname, middle name, given name, or date, month, year of birth;
- Change in appearance; updating of facial photo and fingerprints; gender determination or gender transition according to the law;
- Errors in printed information on the identity card;
- Upon request from the cardholder when information changes due to administrative reorganization;
- Re-establishment of a personal identification number;
- At the request of the cardholder.
[3] Fee of 70,000 VND per identity card
- Loss of the identity card or damage to the card making it unusable, except as provided in Article 21 of the Identity Card Law 2023;
- Restoration of Vietnamese nationality as per nationality laws.

According to Clause 1, Article 24 of the Identity Card Law 2023, the specific cases when an identity card can be reissued or renewed are as follows:
- Vietnamese citizens who have been issued an identity card must proceed with card renewal at the ages of 14, 25, 40, and 60.

What are procedures for reissuance and renewal of Identity Cards in Vietnam?
According to Article 23 of the Identity Card Law 2023, the procedure for reissuing renewing identity cards is specified as follows:
[1] Procedure for issuing an identity card to persons aged 14 and above is carried out as follows:
Step 1:
The responsible officer checks and cross-references the applicant's information from the national population database, national database, and specialized databases to accurately identify the applicant. If the applicant's information is not available in the national population database, it is required to update and adjust the information in the database following the provisions in Clauses 1, 2, and 3 of Article 10 of this Law.
Step 2:
The responsible officer collects the applicant's appearance information and biometric data, including facial photos, fingerprints, iris, necessary for the identity card.
Step 4:
The applicant checks and signs the identity information collection form. The responsible officer issues an appointment slip for identity card pick-up.
Step 5:
Issue the identity card at the location stated in the appointment slip. If the applicant requests the card to be issued at a different location, the identity management authority will send the card to the requested location, with the applicant bearing postal service rates of charges.
[2] For individuals under 14 years old or the lawful representative of individuals under 14, the identity card may be requested from the identity management authority.
The procedure for issuing identity cards to individuals under 14 is carried out as follows:
Step 1:
The lawful representative initiates the procedure for issuing identity cards for children under 6 years old through the public service portal or national identity application. If the child under 6 has not registered a birth certificate, the lawful representative carries out the identity card issuance procedure in conjunction with birth registration via the public service portal, national identity application, or directly at the identity management authority. The identity management authority does not collect appearance and biometric data for children under 6.
Step 2:
Children aged 6 to under 14 and their lawful representative must go to the identity management authority to provide appearance information and biometric data as stipulated.
Step 3:
The lawful representative of a child aged 6 to under 14 carries out the identity card issuance process on behalf of the child.
