What are the charges for replacement and reissuance of ID cards in 2025?
Based on Article 4 of Circular 73/2024/TT-BTC, the charges for replacement and reissuance of ID cards are stipulated as follows:
Fee Rates
- The following are the fee rates for replacement and reissuance of ID cards:
a) Renewing a citizen ID card to an ID card as stipulated in Clause 3, Article 21 of Decree No. 70/2024/ND-CP dated June 25, 2024, of the Government of Vietnam detailing several provisions and measures for implementing the Identity Law: 30,000 VND/ID card;
b) Renewing an ID card in cases stipulated in Clause 1, Article 24 of the Identity Law: 50,000 VND/ID card;
c) Reissuing an ID card in cases stipulated in Clause 2, Article 24 of the Identity Law: 70,000 VND/ID card.
- From the effective date of this Circular until December 31, 2024, the fee rate for replacement and reissuance of ID cards is 50% of the rates stipulated in Clause 1 of this Article. Starting January 1, 2025, the fee rates specified in Clause 1 of this Article shall apply, except in the cases specified in Clause 3 of this Article.
- From January 1, 2025, to December 31, 2025, the fee rate for citizens submitting applications to renew or reissue ID cards online is 50% of the fee rates stipulated in Clause 1 of this Article. Starting January 1, 2026, the fee rates specified in Clause 1 of this Article shall apply.
Accordingly, the charges for replacement and reissuance of ID cards in 2025 (from January 1, 2025, to December 31, 2025) are stipulated as follows:
(1) For citizens submitting applications for replacement and reissuance of ID cards in person:
- The fee for renewing a citizen ID card to an ID card or renewing an ID card: 30,000 VND/ID card;
- The fee for renewing ID cards: 50,000 VND/ID card applicable in the following cases:
+ Renewing ID cards when reaching 14 years old, 25 years old, 40 years old, and 60 years old;
+ Changes or corrections to surname, middle name, given name; date, month, year of birth;
+ Change of physical appearance; addition of facial photograph, fingerprint data; gender reassignment or correction as stipulated by law;
+ Errors in printed information on the ID card;
+ Upon the cardholder's request when administrative unit reorganization causes information changes on the ID card;
+ Re-establishing personal identification number;
+ When cardholder requests.
- The fee for reissuing ID cards: 70,000 VND/ID card for cases:
+ Lost ID card or damaged ID card unusable;
+ Resumption of Vietnamese nationality as stipulated by the Vietnamese nationality law.
(2) For citizens submitting applications for replacement and reissuance of ID cards online:
The charges for replacement and reissuance of ID cards is 50% of the charges specified in item (1) above.

When are the charges for replacement and reissuance of ID cards exempt in Vietnam?
Based on Article 5 of Circular 73/2024/TT-BTC, cases in which charges are exempt for replacement and reissuance of ID cards include:
- Children as per provisions in the Children's Law; elderly persons as per the Elderly Law; persons with disabilities as per the Disability Law.
- Revolution beneficiaries and their relatives according to the provisions in the Ordinance on Preferences for Beneficiaries of the Revolution.
- Ethnic minorities in areas with particularly difficult socio-economic conditions; citizens residing in border communes; citizens living on islands; citizens from poor households as prescribed by law.
What is the procedure for issuing ID cards in Vietnam?
Based on Article 23 of the Identity Law 2023, the procedure for issuing ID cards is stipulated as follows:
(1) The procedure for issuing ID cards to individuals aged 14 years or older is performed as follows:
- The receiver checks and verifies the ID card applicant's information from the national database on population, the national database, and specialized databases to accurately identify the person needing the ID card; if the applicant's information is not available in the national population database, the necessary procedures for updating and correcting information in the national population database must be conducted as prescribed in Clauses 1, 2, and 3 of Article 10 of the Identity Law 2023;
- The receiver collects physical and biometric information including facial photographs, fingerprints, and iris data of the ID card applicant;
- The ID card applicant checks and signs the personal data collection form;
- The receiver issues an appointment slip for ID card collection;
- The ID card is delivered at the location recorded on the appointment slip; if the ID card applicant requests delivery at another location, the identity management agency delivers the ID card at the requested location, and the applicant must pay the delivery service fee.
(2) Individuals under 14 years old or their legal representatives may request the identity management agency to issue an ID card.
The procedure for issuing ID cards to individuals under 14 years old is performed as follows:
- Legal representatives conduct procedures for issuing ID cards to children under 6 years old through the public service portal or national identification application. If the child under 6 years old is not yet registered for birth, the legal representative must conduct interlinked procedures with birth registration on the public service portal, national identification application, or directly at the identity management agency. The identity management agency does not collect physical or biometric information for children under 6 years old;
- Children aged from 6 to under 14 years old must accompany their legal representatives to the identity management agency for collecting physical and biometric information as specified in point b, clause 1, Article 23 of the Identity Law 2023.
The legal representative of children aged from 6 to under 14 years old performs the procedure for issuing ID cards on their behalf.
(3) In cases where an individual loses legal capacity, or has difficulty in cognition and behavior control, a legal representative must assist in undertaking the procedures prescribed in clause 1, Article 23 of the Identity Law 2023.
(4) In case of refusal to issue an ID card, the identity management agency must provide a written reply stating the reason.
