What are the age and educational level of individuals joining the Communist Party of Vietnam in 2025? Do CPV members have to pay union dues?

What are the age and educational level of individuals joining the Communist Party of Vietnam in 2025?

Based on Article 1 of Regulation 232-QD/TW of 2025, the regulation on the age and educational level of individuals joining the Communist Party of Vietnam is stipulated as follows:

(1) Regarding age

- At the time of review by the Party cell, individuals joining the Communist Party must be between 18 and 60 years old (calculated by month).

- Admission of individuals over the age of 60 into the Communist Party is subject to review and decision by the directly affiliated Party committee.

(2) Regarding educational level

- Individuals joining the Communist Party must have at least a secondary school diploma.

- The educational level for individuals living in mountainous areas, islands, ethnic minority regions, areas with especially difficult socio-economic conditions, and specific cases where the general rule cannot be met due to Party development needs, shall be guided by the Secretariat.

What are regulations on the introduction and admission of individuals into the Communist Party of Vietnam?

According to Article 4 of Regulation 232-QD/TW of 2025, the introduction and admission of individuals into the Communist Party of Vietnam is regulated as follows:

(1) The grassroots Executive Committee of the Ho Chi Minh Communist Youth Union or the collective grassroots branch; the grassroots Executive Committee of the labor union considers and resolves to introduce members into the Communist Party.

(2) CPV members introduce individuals into the Communist Party.

- They must be official Party members, who have worked, studied, or lived together at the same residence for at least 12 months with the individual being introduced to the Communist Party in the same unit under the leadership of a local Party organization or cell.

- If the Party member introducing the individual into the Communist Party moves to another organizational unit, is disciplined, or cannot continue to support the individual into the Communist Party for other reasons, the cell will assign another official Party member to follow and support that individual (it is not required that the Party member has worked, studied, or lived at the same residence with the individual for at least 12 months).

(3) Issues related to the political standards of individuals joining the Communist Party must comply with the regulations of the Politburo.

(4) Admission of individuals into the Communist Party in areas without Party members or cells.

- The higher directly affiliated Party committee must assign the most convenient cell with official Party members who can support the individual joining the Communist Party. When conditions and standards are met, the cell where the Party member provides support will complete the proposal for admission as per regulations.

- Admission of Party members in special cases shall comply with the regulations of the Politburo.

(5) On readmitting individuals into the Communist Party.

- Individuals considered for readmission must meet the following conditions:

+ Fulfill all conditions and standards for individuals joining the Communist Party as stipulated in Article 1 of the Vietnam Communist Party Charter 2011. Specifically:

(i) Members of the Vietnam Communist Party are revolutionary fighters in the vanguard of the working class, the working people, and the Vietnamese nation, who strive throughout life for the purposes and ideals of the Communist Party, prioritizing the interests of the Fatherland, the working class, and the working people over personal interests; strictly adhere to the political platform, Party Charter, resolutions of the Party, and laws of the State; are diligent in work, fulfill the assigned duties; have ethical conduct and a healthy lifestyle; maintain close bonds with the people; abide by the Party’s organization and discipline, and uphold unity within the Party.

(ii) Vietnamese citizens from eighteen years of age or older who recognize and voluntarily adhere to the Party's political platform, Charter, standards, and duties of Party members, engage in activities within a grassroots Party organization; who through practice demonstrate excellence and are trusted by the people, may be considered for admission into the Communist Party.

+ At least 36 months must have elapsed since leaving the Communist Party (except for those with minor offenses who must wait 60 months after their criminal record is expunged; Party members expelled due to violations of population policies and family planning shall comply with the Secretariat's regulations); must apply for readmission to the Communist Party; and obtain written consent from the provincial or municipal Party committee (or equivalent), and examination and decision by the competent Party committee (district Party committee and equivalent).

+ Complete the procedures outlined in Paragraphs 1, 2, 3, Article 4 of the Vietnam Communist Party Charter 2011. Specifically:

(i) Individuals seeking to join the Communist Party must:

++ Submit a voluntary application for joining the Communist Party;

++ Accurately report their background to the cell;

++ Be sponsored by two official Party members.

Where there is an organization of the Ho Chi Minh Communist Youth Union, individuals of the appropriate age must be Youth Union members introduced by the grassroots Youth Union Executive Committee and one official Party member.

In agencies or enterprises without a Ho Chi Minh Communist Youth Union organization, individuals joining the Communist Party of Vietnam must be members of the labor union, introduced by the grassroots labor union Executive Committee and one official Party member.

(ii) The person introducing must:

++ Be an official Party member working with the individual joining the Communist Party for at least one year;

++ Report to the cell on the individual’s background, qualities, and capabilities, and take responsibility for their introduction. Any uncertainties should be reported for consideration by the cell and higher authorities.

(iii) Responsibilities of the cell and the Party committee:

++ Before the cell considers and proposes admission, the cell committee checks the conditions of individuals joining the Communist Party and seeks feedback from organizations where the individual is active.

The political history issues of individuals joining the Communist Party must comply with regulations from the Central Executive Committee.

++ The cell considers and proposes admission for each individual, and when at least two-thirds of official Party members in the cell agree, the proposal is submitted to the higher Party committee; upon decision by the higher Party committee, the cell organizes admission ceremonies for each individual.

++ The basic level Party committee, if agreeing with at least two-thirds of committee members on admission, proposes to the directly superior committee.

++ The regularly convened committee of the directly superior Party committee of the basic organization or authorized basic committee considers and decides individual admissions.

- Individuals not considered for readmission.

No consideration for readmission is given to individuals who previously left the Communist Party for reasons such as voluntary cessation of Party activities, voluntarily leaving the Party (except for cases due to special family difficulties), causing severe internal division, conviction of a criminal offense related to corruption or a criminal offense deemed serious or more severe.

- Readmission is permitted only once.

- Re-enrolled Party members must undergo a probation period.

Do CPV members have to pay union dues?

Based on Article 45 of the Vietnam Communist Party Charter 2011, the regulation is as follows:

CPV members within the Youth Union age must participate in and work within the youth organization.

Additionally, Article 2 of the Ho Chi Minh Communist Youth Union Charter 2022 stipulates the duties of union members as follows:

Union members have duties to:

  1. Continuously strive for the ideals of the Communist Party and Uncle Ho. Actively study, work, and train, participate in social activities, build and protect the Fatherland.
  1. Exemplarily comply with and advocate for youth to implement the Party's guidelines, policies, and laws of the State. Participate in building and protecting the Party, government, and mass organizations. Comply with the Union Charter and resolutions; actively promote the Union among young people; participate in Union activities and pay union dues as required.
  1. Maintain close ties with the youth, actively contribute to the Vietnam Youth Union, the Vietnam Student Association, and other members of the Vietnam Youth Union, and help youths and members become union members.

From these two regulations, it can be seen that Party members within the Youth Union age must participate in union activities and pay union dues.
