Based on Clause 4, Section III of Official Dispatch 1767/BTC-TCCB of 2025 Download, the procedure for resolving early retirement and resignation policies is implemented as follows:

(1) Step 1:

The head of the unit gathers collective leadership and party committee opinions of the unit (in the form of meetings or written opinions) regarding early retirement, resignation for officials and public employees, workers under the unit's management following the guidance in Section II of Official Dispatch 1767/BTC-TCCB of 2025. For early retirement, resignation of the unit's head, the collective leadership and party committee of the immediate superior unit provide opinions.

(2) Step 2:

The unit directly managing, using officials and public employees (Departments, Bureaus, and equivalents under the Ministry's agency; offices/divisions/public service providers, sub-departments, and equivalents of units organized vertically, State Securities Commission, public service providers under the Ministry) prepares the list of subjects and funds for policy implementation, policies (for units not being independent budget units, the budgeting unit by regulation determines funds) and submits documents to the competent authorities (via the agencies advising on organization of officials, financial work).

(3) Step 3 Subject Verification:

- The Department of Personnel Organization verifies cases under the Minister's approval authority as stipulated in Point a, Clause 1, Section III of Official Dispatch 1767/BTC-TCCB of 2025.

- The Office/Division advising on personnel organization of the unit verifies cases under the unit's approval authority stipulated in Point b, Clause 1, Section III of Official Dispatch 1767/BTC-TCCB of 2025.

(4) Step 4:

Verification of funds (for cases already verified regarding subjects and identified as eligible for policies, policies)

- The Department of Planning and Finance verifies cases under the Minister's approval authority at Point a, Clause 1, Section III of Official Dispatch 1767/BTC-TCCB of 2025.

- The Office/Division advising on financial work at units verifies funds for cases under the unit's approval authority at Point b, Clause 1, Section III of Official Dispatch 1767/BTC-TCCB of 2025.

(5) Step 5:

Compilation and submission for approval: The Department (Office/Division) of Personnel Organization compiles the verification results, submits for review, and approval.

(6) Step 6:

Report on policy implementation results: Units delegated with approval authority for subjects and funds enjoying early retirement, resignation policies report to the Ministry (via the Department of Personnel Organization, Department of Planning and Finance) on policy implementation for monitoring and inspection.

What are the timelines for resolving early retirement and resignation policies under Decree 178?

Based on Subsection 5, Section III of Official Dispatch 1767/BTC-TCCB of 2025 Download, the timelines for resolving early retirement and resignation policies are as follows:

Resolving early retirement and resignation policies is conducted monthly. To be specific:

- Before the 1st of each month, units send the list, dossiers for cases requesting early retirement, resignation of the following month to units handling verification tasks (units advising on personnel organization work, units advising on financial work).

- Within 10 days, the unit advising on personnel organization work must complete verification regarding subjects for cases with complete dossiers and send a document to the unit advising on financial work for fund verification.

- Within 5 days of receiving the verification document of the unit advising on personnel organization work, units advising on financial work must complete fund verification and send the verification document to the unit advising on personnel organization work for compilation.

- Within 2 days of receiving the fund verification document, the unit advising on personnel organization work compiles and submits for competent authority approval.

How much is membership fee for retired CPV member in Vietnam?

Based on Subsection 2, Section 1, Part B Regulations on party fee policies issued with Decision 342-QD/TW of 2010, the regulations stipulate:

I- Subjects and monthly party fee contributions of party members

Monthly income of party members for calculating party fee contributions includes: salary, several types of allowances; wages; subsistence expenses; other income. CPV members with identifiable regular income contribute party fees as a percentage (%) of monthly income (excluding personal income tax); party members with non-identifiable income contribute a specific monthly amount for each type of subject.

1- CPV members in administrative agencies, political organizations, political-social organizations, armed forces units: contribute monthly party fees equal to 1% of salary, allowances; wages; subsistence expenses.

2- CPV members receiving social insurance pay monthly party fees equal to 0.5% of the social insurance salary.
