What are the regulations on membership fee management and usage in Vietnam?

According to sub-item 2, Section 2, Part B of Decision No. 342-QD/TW in 2010, membership fee management and usage regulations are as follows:

- The membership fee retained at any level is used to balance into the Party's operational fund at that level. For district, county, and market Party Committees; provinces, cities directly under the Central Government; the Central Military Commission, the Central Public Security Ministry, and the Central Party financial agencies, the membership fee revenue retained is not counted into the regular expenditure norms of the agencies and units but instead is levied as the Party’s reserve fund at that level; the reserve fund is used to supplement the spending of the Party, supporting Party organizations under financial hardship; the Party executive decides spending from the reserve fund.

- The Party Committees are responsible for aggregating the situation of collecting, submitting, and using membership fees at their level and across the whole Party organization, preparing reports to the superior Party committees. The Office of the Central Communist Party is responsible for aggregating the situation of collecting, submitting, and using membership fees throughout the Party, reporting to the Central Executive Committee.
