According to Clause 2, Article 2 of the Regulation on policies regarding expenditure for party work activities of CPV Cells, issued by the superior party committee directly overseeing the grassroots, attached with Decision 99-QD/TW in 2012, the following provisions apply to expenditure contents and basis for drafting expenditure estimates for grassroots Communist Party organizations:
The expenditure standards set forth below are minimum standards, serving as the basis for drafting estimates for party organizations at all levels. Based on actual conditions and financial capacity, the budgets of People's Committees at all levels, enterprises, organizations, and units can stipulate additional support levels to enhance the quality of party organization activities at all levels.
(1) Expenditures for purchasing newspapers, journals, materials
Expenditures for purchasing newspapers and journals are implemented according to Directive No. 11-CT/TW in 1996 of the Politburo (Session 8); additionally, certain newspapers, journals, and materials of the party organization are specified by the superior party executive committee regarding the quantity of each type suitable to the political tasks of each CPV Cell and the funding source capacity.
(2) Expenditures for organizing Communist Party congresses
- Lump-sum expenditure support for congresses of CPV Cells under sectional party committees, CPV Cells under grassroots party committees of communes, wards, commune-level towns is equal to 0.1 of the minimum wage per delegate attending the congress.
- For congresses of grassroots CPV Cells, grassroots party executive committees, and superior party executive committees directly overseeing grassroots organizations, congress organization expenses are implemented according to guidelines from the Central Office of the Communist Party.
(3) Expenditures for rewarding party organizations and party members
The form, authority, standards, subjects, procedures for consideration of rewarding, the reward levels attached to the reward forms for collectives and individuals; the title "Communist Party Badge" and the accompanying reward amount are implemented according to the current regulations of the Communist Party and the State.
(4) Other activities expenditures
