Pursuant to Clause 6.3, Article 6 of Decision 232-QD/TW of 2025, the regulations on 5 cases of membership transfer of Communist Party of Vietnam are as follows:
(1) Official membership transfer of Communist Party of Vietnam
- A Communist CPV member who is authorized to transfer work to a new unit, retire, leave due to incapacity, resign, demobilize, or change permanent residence must complete official membership transfer of Communist Party of Vietnam procedures within 60 working days from the effective date of the decision or change of residence.
- When transferring official CPV membership beyond the county or provincial party committee (or equivalent), the committee where the member is transferring from is responsible for conducting the membership transfer procedures. For members from party committees or foundational organizations under the provincial committee (or equivalent), the provincial committee's organizational department handles the transfer procedures.
- Within 30 working days from the transfer introduction date, members must present the membership introduction letter at the party unit where they are transferring to participate in party activities. If this deadline is exceeded, the member or party organization must report specific reasons to the competent committee for review and handling according to regulations.
- During the official transfer of CPV membership, the committee where the member is active and working completes all documentation, seals the record, and hands it over to the member to directly report to the respective party organization for transfer introduction and membership reception as guided by the Central Organization Commission.
- Members under inspection, scrutiny, or complaint resolution are not eligible for official membership transfer of Communist Party of Vietnam.
(2) Temporary membership transfer of Communist Party of Vietnam
- When members change residence or work location for a period from 3 months to less than 1 year; or are sent to study centrally in domestic institutions for 3 months to 2 years, and then return to their original unit, they must complete temporary CPV membership introduction procedures from where they hold official membership to the committee at the new workplace, study institution, or residence. Exceptional cases are defined by the Secretariat.
- Members with temporary CPV membership have duties and rights as follows:
+ At the official membership location, they perform duties and rights as prescribed in Articles 2 and 3 of the 2011 Charter of the Communist Party of Vietnam; at the temporary location, rights to vote, nominate, and elect are excluded.
+ If needing to extend temporary membership, they must report to the party committee where they are temporarily situated to request an extension, and also inform the official party organization.
- Members in temporary membership do not count towards the party number of the receiving committee but are counted towards the number of the official committee; and pay party fees at the temporary committee.
An executive member temporarily transferred retains their status at the official committee.
- If 3 or more official members join a temporary membership for education in courses, training, or to work on delegation in units under a foundation unit, the receiving party committee decides to establish a temporary unit committee and appoints its secretary and deputy secretary.
The temporary unit committee's task is to lead members in fulfilling resolutions of superior committees, managing members, collecting fees, and undertaking specific tasks assigned by superior committees.
(3) International membership transfer of Communist Party of Vietnam
Management, transfer, and organization of party activities for members abroad are conducted according to the Secretariat's regulations and the following provisions:
- Separate residing probationary members overseas, upon completing the probation period, must self-assess their membership standing and assigned tasks. The committee directly managing overseas members considers their official recognition based on assessments and self-assessments.
- In special locations abroad lacking 3 official members to form a committee, a provisional committee (including 3 members or more, both official and probationary) can be established, with the upper committee appointing the secretary.
- The functions and tasks of all types of unit committees and members abroad follow regulations of the Secretariat and guidance of the Central Organization Commission.
(4) Membership Transfer upon Organizational Change
When authorized entities decide to transfer, establish, divide, or merge committees between party committees within or outside provincial boundaries (and equivalents), the direct superior committee of the transferring committee handles organizational and collective membership transfer, while the receiving committee's superior committee facilitates the reception.
(5) Membership Transfer Upon Organizational Discipline or Dissolution
Following a superior committee’s decision to discipline or dissolve a committee, the superior committee retrieves documents, seals, and processes membership transfer for members within 30 working days.

Do CPV members have the right to elect leadership bodies of the Communist Party of Vietnam?
Pursuant to Clause 2, Article 3 of the 2011 Charter of the Communist Party of Vietnam, the following is stipulated:
CPV members Have the Right:
- To receive information and discuss issues concerning the Party’s Political Platform, Charter, guidelines, policies; and to vote on Party matters.
2. To nominate, be nominated, and elect leadership bodies at all levels of the Party according to regulations by the Central Executive Committee.
- To critique, interrogate activities of party organizations and members at all levels; report and propose to responsible agencies and request responses.

How much is the membership fee for CPV members working in political organizations in Vietnam?
Based on Subsection 1, Section 1, Part B of the Regulations on policies for party fees issued with Decision 342/QD-TW of 2010, the monthly party fee for members is regulated as follows:

Monthly income for members to calculate party fees includes: salary, certain allowances; wages; living allowances; other income. Members who can determine a regular income pay party fees as a percentage (%) of their monthly income (pre-tax); members with unclear income determination pay a specific monthly fee for each type of subject.
1- Members in administrative bodies, political organizations, political-social organizations, armed forces units: pay monthly party fees at 1% of their salary, allowances; wages; living allowances.
2- Members receiving social insurance salary: pay monthly party fees at 0.5% of the social insurance salary.
