What are regulations on resolution of complaints regarding the escort of CPV members in Vietnam?
Based on Clause 2, Article 8 of Regulation 232-QD/TW in 2025, the resolution of complaints regarding the escort of CPV members is regulated as follows:
- Within 30 working days from the date of receiving the escort decision, CPV members have the right to file a complaint with the upper-level party committee up to the Central Secretariat of the Communist Party of Vietnam.
- The advisory agency on organizational work of the party committee is responsible for advising and assisting the party committee in resolving complaints. The time limit for resolving complaints is stipulated as follows: No more than 90 working days for provincial, district, and equivalent levels; no more than 180 working days for Central levels, from the date of receiving the complaint.
- The following complaint cases are not addressed: After 30 working days from the date the CPV member receives the escort decision; have been reviewed and concluded by the highest competent authority; complaints made on behalf of individuals or groups; complaints made without a escort decision from the competent party committee.
- There are separate regulations for resolving complaints regarding the escort of CPV members abroad.

Based on Subsection 1, Section 1, Part B of the Regulation on party dues policies issued with Decision 342/QD-TW in 2010 which stipulates the subjects and monthly party dues of CPV members as follows:

The monthly income of CPV members to calculate party dues includes: salaries, certain allowances; wages; subsistence allowances; other income. CPV members who can determine their regular income pay party dues at a percentage of their monthly income (excluding personal income tax); members who cannot determine their income pay a specific monthly amount for each type of CPV member.
1- CPV members in administrative agencies, political organizations, socio-political organizations, armed forces units: pay monthly party dues equal to 1% of their salary, allowances; wages; subsistence allowances.
2- CPV members receiving social insurance salary: pay monthly party dues equal to 0.5% of the social insurance salary.
3- CPV members working in enterprises, public service providers, economic organizations: pay monthly party dues equal to 1% of their salary, wages, and other income from the unit's payroll.
4- Other domestic CPV members (including agricultural, rural CPV members, student members...): pay dues from 2,000 VND to 30,000 VND/month. Members beyond working age pay 50% of the dues of working-age members.
5- CPV members living, studying, working abroad
5.1- CPV members working at Vietnamese representative offices abroad; students under agreements sponsored by foreign countries or funded from the state budget pay dues equal to 1% of their monthly subsistence allowances.
5.2- Self-financed overseas students; labor export members; members going with family, freelance members, pay monthly dues from 2 to 5 USD.
5.3- CPV members who are owners or co-owners of businesses, commercial zones, service shops, pay a minimum monthly fee of 10 USD.
