Vietnam: What does the TABMIS production environment comprise?

Based on the provisions in Clause 1, Article 2 of Circular 123/2014/TT-BTC, the TABMIS production environment comprises the system components located at the State Treasury (ST) including: application software, database management system (DBMS), system data information, business data information, and technical infrastructures (application server system, database server, backup system, data storage), etc. to ensure the operation and exploitation of TABMIS, serving the daily operational activities of the units participating in operating and exploiting TABMIS.

Which entities participate in the operation and exploitation of TABMIS in Vietnam?

The entities participating in the operation and exploitation of TABMIS are specified in Article 3 of Circular 123/2014/TT-BTC as follows:

(i) Entities participating in the operation and exploitation of TABMIS

- Units under the Ministry of Finance, including: State Budget Department, Investment Department, Department of Administrative and Non-Business Finance, Department of Banking and Financial Institutions, Department of Corporate Finance, Department I, Department of Debt Management and External Finance, State Reserve Department, Finance Informatics and Statistics Department, other related units (if any);

- Local financial agencies, including: Departments of Finance of provinces and centrally-run cities (Department of Finance of the province); Finance - Planning Divisions of districts, district-level towns, cities under provinces (Finance - Planning Division of the district);

- Units under the State Treasury system, including: Units under the State Treasury, State Treasury at the provinces and centrally-run cities (State Treasury of the province); ST at districts, district-level towns, cities under provinces (State Treasury of the district).

- Level 1 budget-estimating units and intermediate budget-estimating units (intermediate units between level 1 budget-estimating unit and budget-using unit) authorized by higher-level centralized and local budget units to allocate, assign estimates on the system.

(ii) Unit responsible for the administration, operation, and exploitation of TABMIS

The unit responsible for the administration, operation, and exploitation of TABMIS is the Finance Informatics and Statistics Department and the State Treasury, which is responsible for supervising, coordinating, and managing the administration tasks and exploitation of TABMIS.

(iii) Other related units

These include budget-using units, project owners, and other units that transact with the State Treasury.

Which agency is responsible for managing the TABMIS production environment in Vietnam?

Based on Article 3 of Circular 123/2014/TT-BTC, the agency responsible for managing the TABMIS production environment is defined as follows:

Responsibilities of State Treasury at various levels

The State Treasury and the State Treasury at provinces and districts are responsible for:

1. The State Treasury is responsible for drafting and submitting to the Minister of Finance the guiding documents on state accounting applied to TABMIS; operational regulations for the administration, operation of TABMIS; regulations on the issuance, management, and use of TABMIS login accounts; issuing guidelines on state accounting applied to TABMIS, operational management system guidelines authorized by the Minister of Finance;

2. Implementing data entry and allocation of estimates from intermediate budget-estimating units to budget-using units according to the estimation allocation process from intermediate level to budget-using units;

3. For commune budgets, the district ST implements entry, approval of allocation, adjustment of estimates (in case the financial agency has not organized data entry) and enters the money transfer order under the communal budget following the system process;

4. Based on estimates entered into TABMIS by financial agencies, budget-estimating units or by ST units, they perform control, payments to beneficiaries, and accounting on TABMIS according to the State Accounting Regime applicable to TABMIS. In cases where the financial agency does not promptly enter estimates into the system, temporary estimates are entered and cancelled according to guidance from a competent state agency;

5. Exploiting information and report data according to authorization on the system to provide financial agencies and report to competent authority levels as prescribed by law;

6. Conduct data interface from TABMIS to the National Budget and Financial Data Warehouse (NDWS), receive data from the common list database of the financial sector (located at the Ministry of Finance) into TABMIS. Lead, cooperate with the Finance Informatics and Statistics Department in checking, reconciling data between TABMIS and the mentioned databases;

7. Implement closure procedures and period-end processing on TABMIS under the responsibility of ST as guided by the Ministry of Finance concerning the review activities, dealing with pending transactions, closing the books, and annual budget settlements;

8. Organize, support, and guide member units in implementing processes regarding the issuance, management, and use of TABMIS login accounts as stipulated;

9. Act as the focal point for receiving, supporting users during the operation and exploitation of TABMIS as regulated by the Ministry of Finance. Collaborate with peer financial agencies and related units to ensure effective user support;

10. Implement the establishment of information and data to ensure system operation; manage the operation of the TABMIS production environment and non-production environments to ensure system safety during operation;

11. Reconcile data with units transacting with ST as prescribed;

12. Organize the preservation, storage, and destruction of relevant documents as prescribed;

13. Closely coordinate with related member units to address arising issues during the system process implementation;

14. Organize training work related to the operation, exploitation of the system according to the plan approved by the Ministry of Finance;

15. Execute other processes on the system as per business requirements and guidance from the Ministry of Finance and the State Treasury.

Thus, the State Treasury and State Treasury at the provincial and district levels are responsible for managing the operation of the TABMIS production environment.
