What are the rules for the Children's Creative Ideas Contest 2024-2025 in Vietnam?

According to the announcement from the Organizing Committee, the rules for the 15th Children's Creative Ideas Contest 2024-2025, themed ideas for a better life, are as follows:

(1) Participants:

Vietnamese children who are primary school students from grades 1 to 5. They can participate individually or in groups (up to 3 members per group, members of the same age group and school). Evaluation will be conducted independently for two class groups:

- Group for grades 1-2-3

- Group for grades 4-5

(2) Contest content:

- Round 1: Forming and presenting ideas

+ By observing life and the world around => Students propose ideas, initiatives, solutions, inventions to bring goodness and joy to human life => Drawings are created to present the ideas on A3 paper with suitable materials.

Note:

+ Each individual or group can submit a maximum of 3 ideas (3 drawings).

+ The Organizing Committee selects the 250 best ideas for evaluation.

+ The 30 best ideas will proceed to round 2, and the remaining 220 ideas will be awarded consolation prizes.

- Round 2: Model implementation and presentation round

30 ideas selected for round 2 will be transformed from drawings into real models. Students prepare a brief presentation/explanation (name of the idea, dream when drawing, operating mechanism of the model, etc.). Students present their ideas using the model at the final contest and award ceremony.

(3) Requirements (mandatory)

On the back of each drawing submitted to the Organizing Committee, students must include the following information:

+ Idea name

+ Student ID (For group entries, include the Student ID of all participating members)

+ Class: School:

+ School address: Ward/Commune - District - Province/City

+ Summary of the idea in the drawing:

What is the prize structure for the Children's Creative Ideas Contest 2024-2025 in Vietnam?

According to the Organizing Committee, the prize structure for the Children's Creative Ideas Contest 2024-2025 is as follows:

(1) Prizes for individual winners:

- 04 Special prizes: Each worth 10 million VND

- 06 First prizes: Each worth 07 million VND

- 08 Second prizes: Each worth 05 million VND

- 12 Third prizes: Each worth 02 million VND

- 220 Consolation prizes: Each worth 500 thousand VND

(2) Prizes for schools:

Schools with students winning Special, First, Second, or Third prizes

- 04 Special school prizes: Each worth 10 million VND

- 06 First school prizes: Each worth 08 million VND

- 08 Second school prizes: Each worth 06 million VND

- 12 Third school prizes: Each worth 04 million VND

Is the prize money from the Children's Creative Ideas Contest 2024-2025 subject to personal income tax in Vietnam?

Based on clause 6, Article 3 of the Law on Personal Income Tax 2007 as amended by clause 2, Article 2 of the Law Amending and Supplementing a Number of Articles of Laws on Taxation 2014 which stipulates:

Taxable Income

Taxable income includes the following types of income, excluding income exempt from tax as stipulated in Article 4 of this Law:

...

6. Income from winning prizes, including:

a) Lottery winnings;

b) Prizes from promotional activities;

c) Prizes from betting forms;

d) Prizes from games, contests with prizes, and other forms of winning.

...

Simultaneously, based on point d, clause 1, Article 15 of Circular 111/2013/TT-BTC, which regulates:

Basis for tax calculation on income from winnings

The tax calculation basis for income from winnings is the taxable income and tax rate.

  1. Taxable income

Taxable income from winnings is the value of the prize exceeding 10 million VND that the taxpayer receives per win, regardless of the number of prize receipts.

In the case of one prize but multiple winners, the taxable income is divided among the winners. Prize winners must present legal evidence for verification. Without legal evidence, the prize income is calculated for one individual. In cases where one individual wins multiple prizes in a competition, the taxable income is the total value of all the prizes.

Taxable income for some types of prizes. To be specific:

d) For winnings from games and contests with prizes calculated per prize receipt. The prize money exceeds 10 million VND that the recipient receives without deductions of any costs.

Thus, according to these regulations, contestants receiving prize money from the Children's Creative Ideas Contest 2024-2025 from 10 million VND or more will be subject to Personal Income Tax.
